Hai Phong: VND 183 billion of port charge is collected via online payment

According to the Finance Department of Hai Phong, through two months of implementation (from December 16, 2019 to February 13, 2020), the department issued more than 182,300 e-invoices for enterprises with the amount of charges in excess of VND 183 billion.
Charge collection at Hai Phong port was conducted from January 1, 2017, according to Resolution No. 148/2016/NQ-HDND (dated December 13, 2016 of Hai Phong City People's Council).
The charge rate applied for temporary import and re-export goods, transhipment goods and bonded warehouses was VND 2.2 million/container of 20 feet of dry cargo and VND 4.4 million/container of 40 feet of dry cargo, VND 2.3 million/container of 20 feet of reefer and VND 4.8 million/container of 40 feet of reefer, VND 50,000/tonne of liquid and bulk cargo.
On December 8, 2018, Hai Phong City People's Council issued Resolution 24/2017/NQ-HDND to amend Resolution No. 148/2016/NQ-HDND. Resolution 24 took effect from January 1, 2018.
According to Resolution 24, the charge rates for using infrastructure, public projects and public utilities in the Hai Phong port for imported and exported goods which are liquid, bulk cargo was adjust to fall from VND 20,000/tonne to VND 16,000/tonne. Previously, the charge collection was assigned to Hai An District People's Committee (Hai Phong) to conduct.
From December 1, 2019, the charge for using infrastructure, public projects and public utilities in Hai Phong port has been transferred from Hai An district to the Department of Finance.
From January 6, 2020, organisations and individuals operating import and export activities through Hai Phong port area, temporarily import and re-export, transhipment, deposit goods in bonded warehouses that have signed the debit authorisation with Vietcombank may pay charges via the Customs electronic payment portal 24/7.
Head of Software Application Management Division (Hai Phong Customs Department), Tran Quoc Chinh said that: The payment via Customs Electronic Payment Portal helpd enterprises implement in the form of 24/7. At the same time, this marked the expansion of the connection and the implementation of the National Single Window in carrying out administrative procedures at the local government level (previously it was only implementing the procedures at ministries and sector at Central Government).
According to Hai Phong Finance Department, charge collection by e-invoices has reduced the time for each dossier from about 3-4 minutes to about one minute.
