Revenue from cars increased 41 times

In 2019, the Ministry of Finance assigned budget revenue target to Hai Phong Customs Department of VND 47,520 billion (according to Decision No. 2231 / QD-BTC dated November 23, 2018). With the above target, Hai Phong Customs Department has to collect VND 3,960 billion on average each month.

According to the leaders of the Import and Export Tax Department, in order to fufill the budget collection task, on December 26, 2018, Hai Phong Customs Department issued Decision No. 3522 / QD-HQHP assigning tax collection targets to each branch. Accordingly, 2 among 9 units which are assigned a target of over VND 10,000 billion are Customs Branch of Hai Phong port zone I with a target of VND 12,100 billion; Customs Branch of Hai Phong port zone III with a target of VND 10,400 billion. Total revenue of 6 Customs branches located in Hai Phong in 2019 is VND 40,300 billion. The remaining 3 branches were assigned a target of VND 7.220 billion, of which Hung Yen Customs Branch is assigned the largest target of VND 3,300 billion.

According to the update by Hai Phong Customs Department, by the end of February 2019, the total revenue of the whole Department is VND 11,251 billion, reaching 23.7% compared with the target assigned by the Ministry of Finance (VND 47,520 billion), reaching 21% of the desired target assigned by the General Department of Customs (VND 53,600 billion), an increase of 67.4% compared to the same period of 2018 (VND 6,723 billion). In which, Customs branches in Hai Phong earned VND 9,683 billion, reaching 24% of the target assigned by the Ministry of Finance (VND 40,300 billion), reaching 21% of the target assigned by the General Department of Customs (VND 46,000 billion), rising 72.8% compared to the same period in 2018 (VND 5,603 billion).

The above results of Hai Phong Customs Department are more prosperous than recent years, and the ratio of revenue compared to the whole year’s target and the revenue growth rate of the Department are also at high level compared to the whole sector in the first 2 months of 2019.

The sharp increase in Hai Phong Customs revenue compared to the same period in 2018 is mainly due to the import of CBU cars. In the past 2 months, car imports contributed 32.3% of the total revenue of the Department (VND 3,633 billion / VND 11,251 billion). While, 1 year ago, in the first 2 months of 2018, enterprises did not import cars because of difficulties and obstacles in Decree 116/2017 / ND-CP dated October 17, 2017 for the regulation on production, assembly, import and business, warranty and maintenance services. Therefore, in the same period of 2018, the budget revenue from cars of Hai Phong Customs Department was only VND 89 billion. Thus, the revenue from cars in the past 2 months increased nearly 41 times compared to the first 2 months of 2018.

Continue solutions to facilitate revenue collection

The increase in budget revenue at Hai Phong Customs Department recently has objective factors, however, it is impossible not to mention the drastic direction and attention to solutions to increase revenue, especially the facilitation for import and export activities.

Right at the meeting in early 2019, Director of Hai Phong Customs Department instructed the development of solutions to collect and combat state budget revenue losses in 2019. Accordingly, the whole Department will continue to implement the theme of Party Congress of Hai Phong Customs Department for the term 2015-2020 "Reform - Discipline - Professionalism", strictly maintain the disciplines of public duty management and civil servants in the task performance with the motto "enthusiastic guidance, polite attitude, agile behavior". In particular, the Department’s leaders asked the units to thoroughly understand and implement the Department’s theme in 2019, "Continue to promote the development of Customs - Business partnerships, improve the management method, apply information technology in controlling work in all fields "...

Closely following the direction of the Department’s leaders, branches have made efforts right from the first day in the first month to strive to fulfill the budget collection task as best as possible. Typically, at Customs Branch of Hai Phong port zone III, the manager of the branch Tran Manh Hung said that in the Lunar New Year 2019, to facilitate enterprises, the Branch has arranged enough human resource and implemented fast clearance for many shipments of enterprises.

"Right on the first day of the Lunar New Year (i.e., on February 5, 2019), the Branch has processed 29 declarations of 21 enterprises with a total turnover of nearly US$ 5.6 million. In which, there were 9 import declarations of Thaco - Mazda Automobile Manufacturing One Number Limited with a total tax amount of over VND 29 billion; 1 import declaration of Thanh Hung Construction and Trading Investment Company Limited with a tax amount of nearly VND 26 million; 1 import declaration of Dong Hai Plastic One Member Company Limited with a tax amount of more than VND 85 million.
