Must collect VND 4.200 billion per month

In 2018, Hai Phong Customs Department is assigned an estimated target of VND 50,050 billions by the Ministry of Finance and a desired target of VND 50,640 billions by the General Department of Customs. With these targets, Hai Phong Customs Department must collect about VND 4,200 billion each month. Determining it as a difficult task in the context where the Customs revenue is decreasing with the further implementation of international commitments on tax reduction, Hai Phong Customs Department has focused on deploying drastic and unified measures to renovate the method of debt collection, fight against loss of revenue and strive to exceed the assigned targets.

Continuing developed measures in 2017, in 2018, facing direct impacts of mechanisms and policies on revenues, especially Decree 116/2017/ND-CP on requirements for manufacturing, assembly, import of automobiles and automobile warranty and maintenance services, Hai Phong Customs Department continues to discuss measures.

At the conference to deploy budget collection and payment in 2018 (held on 6th March 2018), Director of Hai Phong Customs Department Nguyen Tien Loc has directed relevant units to deploy synchronously measures to reform procedures, create fair business environment, facilitate enterprises and enhance Customs – business partnership to raise revenues.

In addition, units and subordinate units need to focus on measures to combat loss of revenue by enhancing Customs inspections, control and risk management, especially cargo screening by container scanners; focusing on reviewing Green Channel Customs Declarations, classification and code application of import and export goods; focusing on inspections of subjects, enterprises, fields and items with high risks in the post clearance audit; strictly inspecting goods subject to independent transport and combined transport in the Customs management and supervision in order to discover violations and pay to the state budget in a timely fashion.

Catch up with new regulations

Speaking at the conference on the implementation of the budget collection task in 2018 of Hai Phong Customs Department, Directorof Import and Export Duty Department (General Department of Customs) Luu Manh Tuong analysed that in 2018, Customs sector must face many difficulties in revenue reduction due to the implementation of commitments for international integration.

Typical is the implementation of ATIGA, with over 90% of commodity lines in which import duty rates have fallen to 0%. Especially automobiles fell from 30% to 0%; components and parts thereof fell to 5%, and20% to 0% respectively, and steel from 5% to 0%.

On the other hand, under the ACFTA (ASEAN – China Free Trade Agreement), the AKFTA (ASEAN-Korea Free Trade Agreement), more than 400 commodity linesin which tax rates decrease from 5%,7%,and10% to 0% from the beginning of 2018. According to the Import-Export Duty Department, in 2018 the revenue reduced by tax reductions under the FTAs is up to tens of trillion.

The leader of the Import-Export Duty Department emphasized that as the largest trade gateway in the North with the second largest revenue of the whole sector, the above information will have a great impact on the implementation of budget collection task in 2018 for Hai Phong Customs Department in particular, and the whole sector in general.

In order to complete the budget collection task in 2018, Mr. Tuong noted that Hai Phong Customs Department needs to effectively carry out tasks of trade facilitation associated with drastic implementation of measures to prevent and fight against smuggling, trade fraud, as well as loss of revenue by enhancing control of taxable value and codes, especially strictly controlling origin of goods (C/O).

Moreover, a Decree amending and supplementing Decree No. 08/2015/ND-CP and a Circular amending and supplementing Circular 38/2015/TT-BTC shall be issued and effective, which will be the base for Customs to effectively carry out the budget collection.

According to Mr. Tuong, the above Decree and Circular will contain some revised contents relating to the budget collection such as value, thereby clarifying inspection during Customs clearance and inspection after Customs clearance. This will help the Customs enhance its resources to handle shipments and items with high risks right from Customs clearance, ensuring the budget revenue. At the same time, items with low risks will be transferred to the post clearance audit in order to facilitate the import and export activities.

According to the preliminary statistics from General Department of Customs, from the beginning of the year to 5th March 2018, Hai Phong Customs Department has collected VND 6,946 billion, reaching 13.88% of the estimated target and 13.72% of the desired target. This revenue has accounted for 15.27% of the total revenue of the whole sector at the same time.

In 2017, Hai Phong Customs Department collected VND 53,019 billion, accounting for over 17.84% of the total revenue of Customs sector.
