Hai Phong Customs Department proposes to delay the test on ability assessment for Customs officers

The reasons for the proposal by Hai Phong Customs Department are that the new provisions on the Customs procedures have been amended and supplemented, such as in Decree 59/2018/ND-CP and Circular 39/2018/TT-BTC.
On the other hand, the General Department of Vietnam Customs is reviewing, amending and supplementing the Customs procedures in accordance with Decision 1996/QD-TCHQ 2015).
Meanwhile, these legal documents are the core regulations on Customs procedures, inspection and supervision.
Thus, in order for Customs officers to have more time to update their knowledge of new provisions, and for Hai Phong to reevaluate the question bank, it has proposed delaying the test time.
Regarding the preparation for the contents of the test on ability assessment for Customs officers, Hai Phong Customs Department has developed and completed multiple choice questionnaires for 4 of 6 assigned fields.
Specifically, 120 questionnaires are on the import and export field, 267 questionnaires in the Customs control and supervision field, 140 questionnaires in anti-smuggling and 70 questionnaires in risk management field.
It is acknowledged that Hai Phong Customs Department is the first department organizing the test on ability assessment for Customs officers in recent years.
The ability assessment test for Customs officers aims to help the leaders of Departments and units to accurately assess the qualifications and ability of civil servants, and provide the training program to be able to assign the work promptly, meeting the requirements of the tasks.
Especially, in the context that the Customs sector for implementing legal normative documents and regulations of ministries and sectors is increasing, thereby, the civil servants must regularly update themselves on information and improve their capacity and qualification to gain specialist and in-depth knowledge.

On the other hand, the assignment and rotation of Customs officers is regularly carried out by the Customs sector as prescribed. Through the test, Customs officers will gain thorough knowledge and skills.
Also, the test is an opportunity for Customs officer to accurately evaluate themselves for their own abilities, thereby further enhancing self-learning and improving skills in fields that they are still limited.
