Ha Tinh Customs increases revenue from administrative reform

VCN – Great efforts in administrative reform, attracting investment projects, and supporting production and business activities of enterprises have created growth momentum for imports and exports across border gates in Ha Tinh province. Accordingly, the taxable turnover, declarations and revenue across the area managed by Ha Tinh Customs Department in the first half of 2024 have seen positive results, the Department announces.

All indicators increase

Statistics from Ha Tinh Customs Department show that, in the first half of the year, 365 firms have registered to implement customs procedures at the area, which have mainly included limited companies, private companies and joint stock companies. The volume of means of transport increased by 11.9% to 75,487 vehicles; of goods declarations grew 6.1% to 8,718 declarations; transit declarations rose 60.26% to 1,343 declarations; the import and export turnover dropped 8.18% to US$3,004.2 million but the taxable import and export turnover increased 7.42% to US$1,868.61 million year-on-year.

Notably, the import-export turnover of some major products went up compared to the same perion in 2023 such as exported wood chips at US$75.81 million, up 45.11%; Imported iron ore at US$587.73 million, up 2.44%, exported blast furnace slag at US$4.54 million, up 13.21%...

As of June 30, Ha Tinh Customs Department collected VND4,594 billion, meeting 48.88% compared with the estimate and increasing by 7.14% year-on-year.

The revenue of Vung Ang Seaport Customs Branch rose 14.03% to VND4,435.99 billion; the revenue of Cau Treo International Seaport Customs Branch dropped 66.74% to VND129.43 billion; the revenue of Xuan Hai Seaport Customs Branch plunged 207.98% to VND29.32 billion; and the revenue of Technical Division reached VND40.64 million.

Deputy Manager of Ha Tinh Customs Department Dinh Van Hoa said that the increase in revenue resulted from the increase in imported raw materials for production by Hung Nghiep Formosa Ha Tinh Iron and Steel Co., Ltd. Currently, the company has paid more than VND 3,675 billion to the State budget, accounting for about 80% of the entire Ha Tinh Customs Department's revenue, up 10.20% year-on-year.

In addition, companies constructing in Vung Ang Economic Zone as Vung Ang 2 Thermal Power Company Limited paid VND347.35 billion, VinES Energy Solutions Joint Stock Company - Vingroup paid VND 31.94 billion, V-G High-Tech Energy Solutions Co., Ltd. paid VND211.01 billion. These companies also continue to maintain imports of machinery, equipment, and materials systems, contributing to the increase in the department’s revenue.

At Xuan Hai port, the revenue surged thanks to revenue from Thai Phat Dat Joint Stock Company, which paid taxes on the backlog of wood in Cau Treo Economic Zone of over VND9.5 billion, and Nghe Tinh Fiber Joint Stock Company imported machinery and equipment for yarn and garment production.

Actively facilitate the community

Deputy Manager Dinh Van Hoa said that in the first half of the year, the local government focused on removing problems and obstacles in production and business; expediting the progress of major industrial projects; performing administrative reform and improving the business investment environment, and supporting businesses to restore and develop, thereby creating a driving force for growth for import and export activities across border gates in the area. Along with the local government, Ha Tinh Customs Department has drastically implemented solutions to remove obstacles and facilitate import-export enterprises, contributing to increasing the State revenue.

The department has issued over 30 documents directing and implementing administrative reform; fully and promptly notified and updated administrative procedures, hotline addresses, and the list of the working team in charge of answering questions related to administrative procedures at the Department's Single Window unit, at branches and on its website for the business community to easily understand and implement.

Motivated by great efforts, as of June 30, the whole department processed 85,176 customs dossiers and handled 100% dossiers on time. Of which, 971 customs dossiers were processed via Online Public Service Portal; 8,718 dossiers were processed via the VNACCS/VCIS system; 75,487 dossiers were registered via the exit and entry vehicle control system; 1,619 transactions were implemented on the 24/7 e-Tax Payment Program.

Notably, Ha Tinh Customs Department tops the ranking of Department and District Competitiveness Index (DDCI) of Ha Tinh province with total score of 75.33/100. The result shows the great effort of the Customs to improve the Provincial Competitiveness Index (PCI).

The department has built and implemented key reform and modernization activities; actively disseminated and transparently publicize administrative procedures to the people and business community to create consensus, support, and strict compliance with administrative procedures.

A representative of Hoanh Son Group Joint Stock Company said that the company always receives effective support from Ha Tinh Customs Department. The Customs officers always answer questions and instruct the company in customs process in quick and professional manner.

Deputy Manager Dinh Van Hoa, the road landslide incident at Cau Treo International Border Gate, from August 2023 until now has not been completely resolved; route No. 8 on the Lao side has been downgraded from the national highway to the provincial road, so the allowable tonnage for transporting goods is 43.2 tons including cargo and vehicle weight, while Vietnamese trailer-pulling trucks are allowed to transport from 49 tons to 51 tons (including cargo and vehicle weight), so cargo trucks have not yet operated due to problems related capacity and weighing station issues in Laos.
