Ha Nam Ninh Customs Department: Ensuring budget revenue amid Covid-19 pandemic

Impacted by many difficulties
According to Ha Nam Ninh Customs Department’s assessment, most of the manufacturing and trading enterprises in the area under the management of the units are affected by the Covid-19 pandemic. In particular, many businesses have to reduce capacity or suspend operations due to disruption of the supply chain of input materials and lack of markets for product consumption. Currently, the manufacturing sector of the business depends heavily on raw materials and fuels imported mainly from India, China, South Korea and Japan – all countries heavily affected by the Covid-19pandemic.
Imported and exported goods with tax through the locality are mainly minerals, machinery, equipment, components and spare parts of investment projects, components, auto parts, motorbikes, electric bicycles, raw wood, coal. In particular, car assembling components ofThanh Cong Hyundai auto factory accounted for a large revenue, registered to participate in the preferential tax program of import of car spare parts and components according to Decree 125/2017 / ND-CP of the Government, strongly affecting the revenue of the Department.
According to the announcement of Thanh Cong Group, in the first six months of this year, the number of cars produced by the group was only 28,700 units, down 9.5% over the same period. A large number of pre-ordered imported parts of the group are still in stock at the border gates and in bonded warehouses.
In the first seven months of the year, the Department has attracted 1,341 businesses to go through customs procedures with 177,703 sets of declarations, reaching a turnover of over $7,915 million. By August 4, Ha Nam Ninh Customs Department collected and paid over VND4,717 billion to the State budget, reaching 62.86% of the estimate (VND7,500 billion) and decreasing by 13.25% compared to the same period in 2019.
Implementing drastic solutions
Although the situation of state budget revenue collection in the first seven months of the Ha Nam Ninh Customs Department has been on schedule, to complete the set targets and tasks, according to Mr. Pham Hong Thanh, Director of Ha Nam Customs Department Ninh, the unit is urgently reviewing and actively sharing difficulties with businesses operating through the locality. At the same time, they are exchanging and grasping the situation and business plans of the enterprises to have a plan for appropriately allocating state budget revenues to each attached unit; strengthening the propagation of legal customs documents so that businesses can grasp and strictly follow the customs professional process.

In addition, Ha Nam Ninh Customs department continues to strengthen the monitoring of fluctuations of elements that cause increases and decreases of state budget revenues, in which, attention is paid to goods with high tax rates and large turnover to accurately assess revenue sources. Strengthening checking documents from the clearance stage, continuing to implement risk control activities avoiding taking advantage of the green channel declaration for import and export goods; continue to implement measures to recover the outstanding tax. Along with it is strictly controlling the situation of commercial fraud on prices and tax rates.
