Customs is a reliable partner of the business community

According to Mr. Pham Hong Thanh, Director of Ha Nam Ninh Customs Department, the Department has created favourable conditions for the Customs clearance of imports and exports, reduced unnecessary procedures in the implementation of Customs procedures; coordinated and exchanged information with relevant agencies in 3 provinces and units which have signed cooperation relationships related to import-export activities; maintained the work of the Problem Solving Team to promptly solve difficulties and problems of businesses; strengthened the efficiency of the Legal Advisory Group, guided businesses to comply with the law in the spirit of Resolution 19 / NQ-CP on supporting businesses to improve competitiveness, law compliance and investment attraction. Specifically, in order to tighten the Customs- Business relationship, Ha Nam Ninh Customs Department held annual meetings to directly listen to the difficulties, the reflections from businesses relating to Customs procedures, and service attitude of Customs officers.

"In the coming time, the unit shall improve the work of the Customs – Business Advisory Team, regularly hold meetings with businesses to listen to their comments for the general development of Customs. Under the motto that Customs – Business is "partnership - cooperation", Ha Nam Ninh Customs Department continues to implement solutions, tasks of administrative reform under direction of the General Department of Customs," said Pham Hong Thanh.

At the conference, Mr. Nguyen Viet Thao, Director of Casa Blanca Joint Stock Company, said that the current success of import-export activities is due to a significant support and facilitation from customs, especially Ha Nam Ninh Customs Department in general and Ha Nam Customs Branch in particular in the Customs process. At first, when the company prepared the exports, we did not understand the Customs procedures, so Ha Nam Customs Branch has guided enthusiastically and specifically the procedures, dossiers and especially declarations via the automated clearance systems VNACCS / VCIS automatic customs clearance system; Even the Branch has sent officers to the our headquarter to install software and provide direct guidance and support.

"Ha Nam Customs Branch always supports and guides our company in accessing and updating the latest information of the State on import-export law, the Customs new regulations. With the target of boosting production, business and export in the near future, the company believes that, together with the cooperation, sharing and facilitation to the company, it is certain that the Customs will always be our reliable partner" Nguyen Viet Thao added.

Businesses look forward to more facilitation

At the conference, Director of Savina Company reflected that Customs guiding documents or regulations are usually immediately effective after the issuance, so it is difficult for the company to receive information immediately,as well as having no time to prepare for changing its operation under these regulations.

In this regard, Mr. Pham Hong Thanh said that the company’s questions would be sent to the General Department of Customs for specific guidance.

Regarding this, Mr. Le Viet Thang, Head of the Operation Division under Ha Nam Ninh Customs Department said that Decree 08/2018 / ND-CP and Circular No. 38/2015 / TT-BTC stipulate that the Customs regimes are declared on the VNACCS system and enterprises use and transmit electronic data through the system (including electronic documents). The Customs system satisfies the business’s attachments on V5.

TDS Vietnam Co. Ltd., reflected that the company imports components monthly for production, which are classified in Red channel. The company wondered why all imported shipments are also classified in Red channel, even though the imported components are similar?

Mr. Le Viet Thang responded that the VNACCS system automatically classifies the channels basing it on analyzing and synthesizing information on businesses according to risk criteria (law compliance, handling of violations - including sanctioning authority and fines, number of wrong declarations, cancellation of declarations and other information from other state agencies).

However, Ha Nam Ninh Customs Department also noted the concerns of the company and requested the company to specify the name of the goods, the process of its law compliance, thereby reporting to the General Department of Customs for settlement.

Apart from some questions answered directly at the conference, Ha Nam Ninh Customs Department will answer other questions in writing to businesses.

Besides the current support by Customs, many businesses expressed that many administrative procedures make it difficult for businesses and are expect them to be modified. The Customs should continue to simplify procedures, improve the quality of information provided to businesses; strengthen the Customs – Business partnership; and enhance IT application and promote the publicity and transparency in the implementation of Customs procedures. At the same time, businesses also expect that Customs shall continue to improve principles, discipline and capacity of customs officers.

According to many enterprises, in order to create favourable conditions for importers and exporters, in addition to the Customs efforts, businesses also want to receive positive feedback from the ministries, especially in the simplification of specialized inspection procedures

In order to maintain and increase the efficiency of the operation as well as step by step enhance further the Customs-Business partnership within the framework of the Business Dialogue Conference 2018 held by the Ha Nam Ninh Customs Department at Ninh Binh and Ha Nam on 28th and 29th March, Ha Nam Ninh Customs signed a Customs – Business Partnership Agreement with 28 typical businesses in 3 provinces Ninh Binh, Nam Dinh and Ha Nam in order to create more favorable conditions for production and business activities and improve the law compliance of businesses, at the same time ensure the state management on Customs in provinces.

Over the two days of the conference, nearly 600 business representatives attended and nearly 20 questions and recommendations were submitted. Of the nearly 20 business questions, representatives of Ha Nam Ninh Customs Department directly answered some questions under its competence and noted the remaining questions and proposed to answer later in writing.
