According to the Hai Phong Customs Department, the Department handled procedures for nearly 1.1 million import-export declarations, in which declarations subject to specialized inspections accounted for 17.2%, equal to 183,362 declaration sets.

In 2016, although the number of declarations of the Departments increased to nearly 1.3 million sets, the total number of declarations subject to specialized inspections was only 166.160 sets, equal to 12.82%.

In the first quarter of 2017, the rate of declarations subject to specialized inspections continued to decrease to 9.27% with 31,198 declarations of the Department’s total declarations of 336,375 sets.

Remarkably, not only the number of declarations but also processing time of specialized inspection agencies decreased. In particular, in 2015, the average Customs clearance time for declarations subject to quality inspection (from registering to receiving the result) was 14.39 days and for declarations subject to food safety inspection was 16.46 days. However, the average time in 2016 cut down to about 12 days.

In general, though goods subject to specialized inspections tends to decrease, the imports and exports subject to specialized inspections in some Customs branches under Hai Phong Customs Department increased.

For example, in the the Hai Phong Port Zone III Customs Branch in 2016, the number of import declarations subject to specialized inspections accounted for more than 41% of the total declarations, but in the first quarter of 2017, the number increased to 51%.
