GDVC responds to businesses classification of Finger Joint Laminated Panels
According to the GDVC, on July 23, 2018, Moc Cat Tuong Wood Processing Joint Stock Company registered the export declaration No. 30201096641/B11 at Bien Hoa Customs Branch (Dong Nai Customs Department) for the item of “Rubber Wood Finger Joint Laminated Panels, 44mm thick x 1100 wide mm x 4500 mm long”, declared code 4412.99.90 (export tax rate 0%).
On June 24, the GDVC issued anotice of classification results No. 4250/TB-TCHQ. Accordingly, the item is analysed as “Rubber wood in plate shape, planed, sanded (44 x 1100 x 4500) mm, and end-jointed. The sheet cannot be used immediately, it must be processed to make floor boards, desktop, stairs, depending on the purpose of use", code 4407.29.97.90 (export tax rate 25%).
Moc Cat Tuong Wood Processing Joint Stock Company proposed to classify this item under heading 44.18 or heading 44.21 and added information about the production process of this item in official letter No. 2920/XNK according to requirements of the orders.
Facing this problem, the GDVC said Notice 4250/TB-TCHQ dated June 24 is the classification results for Rubber Wood Finger Joint Laminated Panels, 44mm thick x 1100 wide mm x 4500 mm long under section No.6 PLTK No. 30201096641/B11 dated 23/7/2018 of Moc Cat Tuong Wood Processing Joint Stock Company.
This notice is not the general guidance for Wood Finger Joint Laminated Panels for wood importers. For the problems of Moc Cat Tuong Wood Processing Joint Stock Company, the GDVC is collecting comments from relevant units to answer the firm.
The GDVC said the reflection by some press agencies about the congestion of Wood Finger Joint Laminated Panels at border gates (Dong Nai, Binh Duong) because exporters registered many different declaration forms due to the Notice No. 4250/TB-TCHQ, is not correct. Currently, exporters still carry out customs proceduresnormally.
