Four key tasks of the GDVC during the year-end anti-smuggling peak

VCN – In the Peak Plan to fight against smuggling, trade fraud, counterfeit goods, and illegal cross-border transportation of goods before, during and after Lunar New Year 2024 (Plan 146) issued by Steering Committee 389 of the Ministry of Finance, the Ministry assigns the General Department of Vietnam Customs (GDVC) to comprehensively and drastically implement key solutions.

Director of the Anti-smuggling and Investigation Department (under the General Department of Vietnam Customs) Nguyen Hung Anh said that four key tasks for the GDVC during the anti-smuggling peak include:

According to Steering Committee 389 of the Ministry of Finance, the smuggling, trade fraud and counterfeit goods have complicatedly taken place on border routes, sea and inland areas with more sophisticated methods.

It is forecasted that in the coming time, especially before, during and after the Lunar New Year 2024, the smuggling will continue to be complicated, and smugglers will abuse trade facilitation policies for smuggling, illegal transportation of goods across borders, and make counterfeit trademarks and origin of goods for tax evasion and deceiving consumers.

The items that smugglers are mainly focused include consumer and essential goods such as petroleum products, minerals, fertilizers, pharmaceuticals, cosmetics, supplemental foods, medical supplies, electronics, mobile phones, gold, foreign currency, alcohol, milk, granulated sugar, cigarettes, candy...; and prohibited products such as drugs, weapons, firecrackers, wild animals...

Firstly, the GDVC is required to perform well tasks and promote the information collection, patrols and controls targeting areas such as land borders, border gate economic zones, cargo gathering areas near borders, seaports, international river ports, international civil airports, post offices, international express delivery, international intermodal railways and other locations under Customs control area; to strictly control imported and exported goods, transit goods, and luggage of exit-entry passengers

The second, the GDVC needs to tackle and handle prohibited goods, counterfeit goods, low quality goods, and goods affecting security, social order and safety; strengthen strict control of imported shipments, transshipped consignments, goods temporarily imported for re-export, transit goods, especially consumer goods and essential goods to serve increased demand before, during, and after the Lunar New Year, and goods that are at risk of being smuggled to the inland, and focuses inspecting routes, products, and regimes.

Specifically, in targeting areas such as Quang Ninh, Lang Son, Cao Bang, Lao Cai, Ha Giang, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, An Giang, Tay Ninh, Binh Phuoc…, the GDVC needs to closely controls means of transport entering and exiting across land, water and sea border gates, especially vehicles carrying imported goods classified into Green Channel across land border gates or vehicles transporting exported goods then returning the inland.

The GDVC is requested to strengthen inspection, supervision, and control of products such as confectionery, vegetables, fruits, traditional medicine, food spices, poultry, cloths, footwear … in Lang Son, Quang Ninh, and Lao Cai.

In Hanoi, Hai Phong, HCM City, Da Nang, Ba Ria - Vung Tau..., the GDVC needs to focus on inspecting and controlling pharmaceutical products, cosmetics, supplemental foods, children's toys, and hygiene equipment, medical supplies, electronics, mobile phones, gold, foreign currency, alcohol, milk, confectionery. In Ha Tinh, Quang Tri, Tay Ninh, the GDVC needs to supervise wild animals and plants, pigs, buffaloes, cows, and poultry; In Ha Tinh, Quang Tri, Quang Binh, Long An, Kien Giang, Dong Thap, the GDVC needs to control goods such as tobacco, sugar, rice...

“In provinces and cities where have international civil airports such as Hanoi, Da Nang, HCM City, the GDVC needs to strengthen the inspection and control of luggage of exit-entry passengers, and the luggage of flight attendants and crew, goods imported and exported via air, post, express delivery service, goods at duty-free shops, and focus on items such as drugs, weapons and consumer goods to serve the needs in the Lunar New Year such as food, fruits, alcohol, cigarettes...," Director Nguyen Hung Anh said.

In addition, the GDVC will expedite inspection, supervision, and control of transshipment, transit, and bonded warehouse storage for goods such as food, electronics, consumer goods, alcohol, etc. beer, cosmetics, supplemental foods, household appliances... for export to third countries to promptly detect, prevent and handle smuggling in key areas such as HCM City and Ba Ria - Vung Tau, Hai Phong, Tay Ninh, Binh Phuoc, and Long An.

The third, the GDVC needs to take measures to control drugs at all processes and areas. Information related to illegal trading and transportation of drugs must be handled promptly, secretly and strictly from the beginning to the end of the case. It needs to prevent and control drug-related crime in the customs control area, especially in Cao Bang, Nghe An, Dien Bien, Hanoi, Ha Tinh, Quang Tri, Da Nang, HCM City…

The fourth proactively coordinate with other enforcement forces such as: Market Surveillance, Border Guard, Police, Coast Guard and local government agencies to share information, detect and arrest violators and infringing goods, especially in the fight against drug-related cases.
