Customs opens anti-smuggling peak plan during Lunar New Year 2023

Strictly manage customs operation areas

The General Department of Customs requires customs units to strictly manage customs operation areas, ensure security, politics, economy, social order and safety, price stability and protect consumers, and combat revenue loss. They must actively control the situation, promptly detect and strictly handle acts of smuggling, trade fraud, illegal cross-border transportation of goods, trafficking and storage of banned goods, contraband goods, counterfeit goods, and goods infringing upon intellectual property rights. Customs units must also prevent hot spots for smuggling activities and illegal cross-border transportation of goods in their management areas.

The plan must be carried out in accordance with the law, creating favorable conditions for production, business, import and export, entry and exit, and must not affect or hinder legal production, transportation, business, import and export activities of organizations and individuals. The General Department of Customs requires the units in charge of implementing the plan to raise awareness and sense of responsibility in the performance of official duties, proactively arrange officers and take measures to conduct customs inspection, supervision and control in accordance with the law. They must also prevent negative signs and acts of abetting smuggling, commercial fraud, illegal cross-border transportation of goods, and promptly detect and handle violations.

Identify and handle violations

To effectively implement the plan, the General Department of Customs requires relevant units to strictly follow the directions of the Government, the Prime Minister, and the Permanent Deputy Prime Minister, Heads of National Steering Committee 389 and Steering Committee 389 of the Ministry of Finance during the peak period of fighting against smuggling, trade fraud and counterfeit goods on the occasion before, during and after the Lunar New Year 2023.

Customs units must do well in their professional work, strengthening information collection and processing, grasping the situation, patrolling, controlling, and identifying key areas and routes in border areas, and strictly controlling import and export goods, goods in transit, and luggage of passengers on entry and exit.

Customs units are requested to strictly handle acts of smuggling and illegal cross-border transportation of goods and strengthen inspection and supervision of imported goods, border-gate transfer of goods, temporarily imported goods, re-exported goods, and goods in transit, especially banned goods, fake goods, poor quality goods, and goods that affect security and order, social safety, and consumer health.

To focus on consumer goods and essential goods to serve the increased demand on the occasion before, during, and after the Lunar New Year, customs units must collect information, grasp the situation, patrol, and control the means of transport entering and exiting through the border gate by land, river, sea, and imported consignments, proactively identifying and handling violations, especially illegal transportation of firecrackers across the border in a number of key areas such as Quang Ninh, Lang Son, Cao Bang, Lao Cai, Ha Giang, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, An Giang, Tay Ninh.

Customs units must also strengthen the inspection, supervision, and control of key commodities such as confectionery, vegetables, fruits, traditional medicines, food spices, clothing, and footwear, focusing on inspecting and controlling pharmaceutical products, cosmetics, supplementary foods, kid toys, sanitary ware, medical supplies, electronics, mobile phones, gold, foreign currency, alcohol, milk, and confectionery, and strictly control wildlife products, pigs, buffaloes, cows, tobacco, sugar, and rice, etc.To step up inspection, supervision and control of transshipment, transit, and bonded warehouses for goods such as food, electronic goods, consumer goods, alcohol, beer, cosmetics, and supplementary foods and household appliances.

To effectively implement the plan, the General Department of Customs requests customs units to expand the application of professional drug control measures at all stages, routes, and areas, and timely provide information related to illegal trade and transportation of narcotics. Customs units must also strengthen communication on the mass media, mobilizing people not to participate in, abet, or cover up smuggling and trade fraud, infringement of intellectual property right, and illegal cross-border transportation of goods.

Customs units must also actively work with and share information with other authorities such as market surveillance, border guard, police, and coast guard in the fight against smuggling to stabilize the domestic market before, during, and after Lunar New Year 2023.
