Focus on reducing the clearance time of goods

VCN- With revenue collection targets in 2017 of 59,000 billion vnd, an increase of more than 10,000 billion vnd compared to 2016, to complete this important task, the Hai Phong Customs Department is determined to face many difficulties. One of the important measures is to continue to promote the reform of administrative procedures and reduce Customs clearance time.

According to the director of Hai Phong Customs Department, Nguyen Tien Loc, in the Customs management, the Department performs two tasks which are supporting the business community and improving the efficiency of State management on Customs. The target of accompanying and supporting for the business community is the major policy of the Government and being focused on implementing by the Ministry of Finance and the General Department of Vietnam Customs.

In the actual situation of the Department, Mr. Loc said, in 2017 the Department will continue to synchronously deploy the measures in the first months of the year. Besides, consulting to the competent authorities on the mechanisms and policies, the Department will specially focus on concretizing reform and simplification and reducing Customs clearance time. The Department continues to implement the scheme of expanding the collaboration in Customs supervision under provisions of Article 41 of Customs Law; complete the information technology system of management for processing goods; and computerize operational activities in the implementation of Customs procedures.

Besides, the Hai Phong Customs Department will continue to improve the efficiency of the specialized inspection check points for imported and exported goods at the border gates; the National Single Window; and improve the efficiency and quality of VNACCS/VCIS.

According to the Deputy Director of Hai Phong Customs Department, Nguyen Kien Giang, to well implement the Customs administrative procedure reform and modernization, besides the Department’s effort, the Hai Phong Customs Department also proposes the ministries, and agencies to support and direct the functional units to further coordinate with the Customs.

The specialized checkpoint is a notable issue. This is a major policy of the Government considered as the breakthrough to simplify procedures and reduce the clearance time. But in the actual situation of the first deployed area, the Department realized that there are many obstacles and shortcomings need to be handled urgently such as: issuing specific and clear regulations on the method, time and place of taking samples.

Besides, the Hai Phong Customs Department proposes the Ministry of Finance and the General Department of Vietnam Customs to early equip more mobile container scanning systems, especially in the port areas with a huge flow of goods. The fact showed that with a large port system like Hai Phong, the provision of mobile container scanning system will promote greater efficiency and reduce the container jam.

Another notable issue proposed by the Hai Phong Customs Department is the equipment of the new generation GPS Seal to ensure the supervision for the goods which are supervised by Customs. Mr. Nguyen Kien Giang said, under the provision of article 38 of Customs Law, domestic vehicles which are transporting goods under supervision of Customs are also subject to be supervised. Hence, the Department proposes the General Department of Vietnam Customs and the Ministry of Finance collaborate with the Ministry of Transport in the sharing of data from monitoring journeys for vehicles transporting exported and imported goods under supervision of Customs.

At the Conference deploying the tasks in 2017 of the Hai Phong Customs Department (in the end of January, 2017), the Deputy Finance Minister Do Hoang Anh Tuan directed that in 2017 the Hai Phong Customs Department must continue to strive to be the pioneer in Customs on the implementation of Resolution 19 of the Government to improve the investment and business environment and enhance national competitiveness, especially for the target of reducing clearance time; improve the quality and efficiency of implementation of the National Single Window. Concurrently, the Department needs to focus on implementing the policy on improvement of the business and investment environment, strengthening discipline and principles of the State budget collection and expenditure, in which particularly of interest is reforming administrative procedures and facilitating the business community.
