All provincial and municipal customs units are taking nCoV epidemic prevention measures. |
Regarding imported masks, the General Department of Customs said under Decree No. 69/2018/ND-CP dated May 15, 2018, medical masks are not among goods banned from exports, suspended from exports or required to submit licenses issued by authorities for exports. Therefore, customs departments should direct customs branches to do customs procedures under the law.
However, while checking information on the customs declaration, customs workers must guide customs declarants to declare the unit price as “unit” in accordance with the List of Vietnamese imports and exports issued together with Circular No. 65/2017/TT-BTC dated June 27, 2017 of the Ministry of Finance. For inconsistent declarations, customs declarants will be guided for conversion to ensure consistent declarations.
In the request sent to provincial and municipal Customs Departments, the General Department of Customs said that on February 5, 2020, the Government Office issued Official Letter No. 808 / VPCP-KTTH informing on the Prime Minister's directions on imports, exports and transport of goods across borders. Accordingly, the import, export and transport of goods across borders continues to comply with regulations; the provincial and municipal Customs Departments must direct Customs branches to carry out customs procedures according to regulations.
In particular, the units were told to coordinate with authorities at the border gates to closely monitor vehicles and drivers of vehicles carrying goods (without passengers) in Customs operation areas to prevent the epidemic spreading.
Customs Departments of the northern border provinces (Lang Son, Quang Ninh, Cao Bang, Ha Giang, Lao Cai and Dien Bien) have set up working groups to support the export, import of goods while preventing the epidemic and act as a focal point for providing and exchanging information with the General Department of Customs. Each working group is headed by a department leader.
