Enterprises upgrade their compliance level after nearly 1 year participating in Customs Compliance Program

Improving compliance
According to Dong Thap Customs Department, following the guidance of the General Department of Customs, on November 15, 2022, Dong Thap Customs Department held a signing ceremony of a Memorandum of Understanding to participate in the pilot program to support and encourage enterprises to voluntarily comply with customs laws with four enterprises, including Nghi Phong Joint Venture Co., Ltd., Ty Thac Co., Ltd., Pilmico Vietnam Co., Ltd., and Domesco Medical Import-Export JSC.
After nearly one year of implementation, the program has brought practical effects and has made important changes in the compliance with customs laws of enterprises. Specifically, before joining the program, Nghi Phong Joint Venture Co., Ltd and Ty Thac Co., Ltd., were ranked at compliance level 4, and by June 2023, the company was recognized by the Customs information system for compliance level 3. This results from the cooperation, exchange, and mutual support between participating enterprises and Dong Thap Customs Department in carrying out import-export procedures in Dong Thap area.
Accordingly, businesses participating in the program were informed by Dong Thap Customs Department about their rights and obligations described in the provisions of Decision No. 1399/QD-TCHQ dated July 15, 2022, of the General Department of Customs.
Enterprises are supported by the Customs to improve compliance, thereby reducing the inspection rate for import and export goods, and will enjoy procedural incentives; are prioritized and guided by qualified civil servants, ensuring maximum facilitation for enterprises in carrying out import and export procedures at border gates and ports nationwide.
Specifically, businesses have been guided and supported by the Customs to improve the level of law compliance, reduce the inspection rate, reduce costs and time in carrying out customs clearance; supported in solving obstacles in the implementation of Customs procedures in order to proactively take measures to prevent violations and improve compliance and become a reliable partner of Customs in import, export, and transit of goods as a basis for trade facilitation and competitiveness improvement...
Considering enterprise the target of reform
With the characteristics of both carrying out procedures for import-export enterprises and carrying out procedures for goods of border residents, Dong Thap Customs Department has had many ways to disseminate and facilitate trade and guide enterprises to comply with customs laws. In which, the unit has always taken the interests of enterprise and people as the target of administrative reform and trade facilitation.
In particular, export goods account for about 70% of the total trade turnover of Dong Thap Customs Department, so to create favorable conditions for exporters, especially seafood enterprises to export frozen processed products with special preservation requirements, the border-gate customs units have always instructed and best facilitated enterprises.
In addition to facilitation, border-gate customs units have paid special attention to dissemination and support for enterprises to participate in the program to support and encourage enterprises to voluntarily comply with customs laws.
Strengthening the Customs – Business partnership is one of the key tasks of Dong Thap Customs Department in 2023, the leader of Dong Thap Customs Department expects that there will be many enterprises actively coordinating with Customs to sign Customs – Business partnership; sign the program enterprises voluntarily complying with the customs laws to receive more support in the import-export activities of enterprises, increasing trade.
Such above encouraging results, Dong Thap Customs Department will pay attention to dissemination and encourage more enterprises to participate in the program.
On July 15, 2022, the General Department of Customs issued Decision No. 1399/QD-TCHQ on promulgating a pilot program to support and encourage enterprises to voluntarily comply with Customs laws. After a year of implementation, up to June 2023, 213 import-export enterprises, and customs agents attended the program and they have been recognized as members of the Program at 34 local Customs Departments. |
