Focus on implementing digital customs

According to the report of the Department of Customs Information and Statistics (General Department of Customs), on May 4, 2022, the Director General of the General Department of Customs issued the Plan on digital transformation of the Customs sector by 2025, with orientation to 2030. Since its promulgation until now, the General Department of Customs has focused on promoting the implementation of the Plan throughout the sector and has achieved some outstanding results.

The General Department of Customs has established and consolidated the Digital Transformation Steering Committee headed by Deputy General Director Luu Manh Tuong; 3 deputy heads include: Director of Customs Information and Statistics Department Le Duc Thanh; Director of Customs Supervision and Control Department Au Anh Tuan; Director of Finance and Administration Department Dam Viet Nghi; The members of the Steering Committee are leaders of a number of departments and divisions of the General Department of Customs and a number of local customs departments. The assisting group of the Steering Committee is headed by the Director of the Customs Information and Statistics Department Le Duc Thanh.

Notably, in terms of digital transformation in customs operations, the whole industry has focused its resources on building an IT system to implement digital customs to meet professional requirements in customs clearance.

Specifically, they have researched, built and implemented the overall redesign of the customs professional process to serve the development of an IT system to implement digital customs. The General Department of Customs has completed standardized professional documents with nearly 2,000 pages of documents. Completing technical requirements documents for the project of building an IT system to implement Digital Customs to meet professional requirements in customs clearance, etc.

At the same time, assessing the overall status of equipment which is currently serving customs management, proposing the need to invest in modern technology and equipment for customs operations by 2025, with a vision to 2030.

Regarding digital transformation in the implementation of the National Single Window (NSW) and the ASEAN Single Window (ASW), the General Department of Customs continues to urge and closely coordinate with ministries and sectors to implement NSW, ASW and trade facilitation. Updated by the end of June 2023, there were 250 administrative procedures of 13 ministries and branches connecting NSW. There are already more than 6.45 million dossiers of more than 63,500 businesses processed through NSW, etc.

Ensure the feasibility of digital transformation plans

Speaking at the meeting, Deputy Director General Luu Manh Tuong assessed that the results of IT application in the past time have achieved many positive results, helping the Customs sector to well take on the role of facilitating in the context that import and export turnover is growing larger and faster, while the number of employees has not increased.

However, in order to implement the policy of the Party and State, the direction of the Ministry of Finance on digital transformation, internal requirements on reform and modernization of the industry, digital transformation in the customs field is important and urgent requirements.

In order to accomplish the goals and tasks set out in the Digital Transformation Plan of the Customs sector to 2025, with orientation to 2030 and the Digital Transformation Plan of the General Department of Customs in 2023, the Deputy Director General directed the in the coming time, the whole sector needs to focus on performing well the key groups of tasks such as:

Regarding the direction and administration, it is necessary to urgently review and strengthen the Steering Committee, the working group of the General Department and the local customs departments; clearly define the duties of each member of the Steering Committee. Develop regulations of the assisting group, specifying the duties of each member.

Review the content of the Digital Transformation Plan of the Customs sector by 2025, with a vision to 2030, the Digital Transformation Plan of the General Department of Customs in 2023 to ensure compliance with the Digital Transformation Plan of the Ministry of Finance and ensure feasibility.

"By the end of 2023, it is necessary to organize a review and evaluation of implementation results, clearly analyze the causes, and clarify responsibilities for the contents that have not been achieved according to the plan, if any," emphasized the Deputy Director General.

Regarding the content of digital transformation, for the Plan on digital transformation of the Customs sector to 2025, with a vision to 2030, the Deputy Director General requested to continue to strengthen training and retraining; promote propaganda so that people and businesses understand, agree and support in the implementation process.

For the Digital Transformation Plan of the General Department of Customs in 2023, the Deputy Director General directed to focus on well implementing 5 key groups of tasks including:

Firstly, continue to implement contents related to digital transformation in customs operations.

Second, digitize records and documents and make connections with ministries and sectors through NSW.

Third, review and ensure the operation of the industry's existing software and IT systems, ensuring that they meet the task requirements until the new system is built. Building a backup clearance processing system for VNACCS/VCIS system.

Fourth, in term of digital transformation in internal management, it is necessary to focus on building a centralized management and administration system to ensure consistent and timely management, direction, and administration. Simultaneously enhance the performance of digital signatures.

Fifth, ensure security and safety during the operation of IT systems; building centralized data system, IT infrastructure to meet mission requirements.
