Digital transformation of customs meets clearance requirements

VCN - Digital transformation is both a goal and an important solution in implementing customs reform and modernization in the new period. For successful implementation, it is necessary to change the perception of the whole Industry's civil servants (CS). IT applications have been widely deployed by the Customs sector throughout the Industry.

Creating a powerful change in awareness and action

Director General of the General Department of Customs Nguyen Van Can sign Decision 1105/QD-TCHQ promulgated the Digital Transformation Plan of the General Department of Customs in 2023.

Talking to reporters, Director of the Customs Informatics and Statistics Department (General Department of Customs) Le Duc Thanh said that the important goals set out in this plan are: to continue promoting digital transformation in the Customs operations through the development of an IT system to implement Digital Customs according to Decision No. 2212/QD-BTC dated November 4, 2022, of the Minister of Finance.

10 task groups on digital transformation in 2023

1, Implement digital transformation in customs operations.

2, Support and promote the digital transformation of businesses and stakeholders to ensure synchronization with the digital transformation of the Customs sector.

3, Support and accelerate the digital transformation of ministries and sectors in sync with the digital transformation of customs operations, and at the same time promote digital transformation in the implementation of the National Single Window and the ASEAN Single Window.

4, Strongly deploy digital transformation in intra-industry management.

5, Complete and improve the quality of digital infrastructure.

6, Platform development.

7, Database development.

8, Ensure information security.

9, Complete the legal environment and processes and procedures to meet the requirements of digital transformation of the Customs sector.

10, Develop human resources and build a cultural environment to meet the requirements of digital transformation of the Customs sector.

Notably, in 2023, the Customs sector will focus on building an IT system to implement Digital Customs to meet professional requirements in customs clearance, and propose to approve the policy of project No. 2 belonging to the IT System implementing Digital Customs.

In addition, a series of related goals also need to be focused on completing this year: developing and submitting to the competent authorities for approval of legal documents, projects and implementing technical solutions to create the foundation for digital transformation in the implementation of the National Single Window and the ASEAN Single Window.

Building and deploying initial platforms to meet transformational requirements in intra-industry governance. In which, focus on completing the review and standardization of business processes as a basis for the implementation of technical and technological solutions in the internal management.

Fully perform the digital transformation tasks assigned in Decision No. 1484/QD-BTC dated July 27, 2022 of the Ministry of Finance on approving the digital transformation plan of the Ministry of Finance to 2025, with orientation to 2030. Fully implement the digital transformation tasks stated in the Decision No. 776/QD-BTC dated April 12, 2023 of the Ministry of Finance on the issuance of the Digital Transformation Plan of the Ministry of Finance in 2023 related to the General Department of Customs.

In particular, it is necessary to create a strong change in the awareness and actions of all customs officials on digital transformation and the application of technology of the Industrial Revolution 4.0 in state management of customs.

Encouraging interaction with digital technology

In order to achieve the goals and tasks set out in the Digital Transformation Plan in 2023, the Customs sector has set out six key groups of solutions including:

Firstly, promote communication, raise awareness and digital skills, and increase interaction with people and businesses. Propagating, raising awareness and digital skills for customs officers at all levels and fields widely, through many different channels, in which focus is paid through the Portal of the Customs sector and the Electronic Customs Journal.

Notably, the General Department of Customs encourages the enhancement of interaction between customs officers and people and businesses through the use of digital technology (mobile devices, social networks, other non-traditional information channels).

Promote propaganda for people and businesses using the IT system of the General Department of Customs through mass media, email, and online mobile applications to users.

The head at each unit is directly responsible for the quality of work, linking the task of IT application with the goal of digital transformation, cultural reform, working methods...

Secondly, promote the research and mastery of key technologies of the Industrial Revolution 4.0 and gradually apply them in the state management of customs such as: Internet of Things (IoT), Big Data (Bigdata), Intelligent Analytics (BI), Mobility (Mobility), Block chain (Blockchain), Cloud and Artificial Intelligence (AI)…

Thirdly, ensure resources to implement digital transformation in information technology and information security through strengthening cohesion and coordination between specialized agencies and units; promote training and improve the quality of human resources in customs IT, focusing on the following subjects: IT management leaders; specialized IT civil servants with deep expertise in the areas of analysis, design, development and maintenance of system assurance; civil servants directly use the system through the deployment of the application system.

Completing the process of recruitment, detection, training, planning and appointment and arrangement of public officials to overcome the shortage of highly qualified IT specialized civil servants. Arranging specialized IT civil servants in association with the functions and tasks of the unit, based on the standards of expertise and qualifications of the staff.

There is a priority policy for officers in charge of IT application and digital transformation under the General Department of Customs.

Fourthly, promote cooperation, share experiences and strengthen international cooperation through cooperation and learning experiences of customs of advanced countries in order to promote the application of technological solutions in construction and development of customs IT systems.
