Effective IT application helps businesses save billions of dong

VCN – Express enterprises have saved human and financial resources in import and export activities when the Express Customs Branch under HCM City Customs Department has applied information technology (IT) in dossier management on the Ho Chi Minh City Customs Administration System (HCAS).

Save time and costs for businesses

Not only applying IT in operation and management on HCAS, the Express Customs Branch under the HCM City Customs Department has also developed many solutions and modern application programs in operations, facilitating import-export activities of enterprises.

In addition to the effective implementation of automated customs management programs, such as VNACCS/VCIS; automated customs supervision, screening of goods through scanners, etc., the branch has also proposed and coordinated with the IT Department to build and effectively apply many other programs, which were highly appreciated by businesses.

In particular, the Express Customs Branch launched the application "Synchronous solution, automated code issuance and automated reply for applications of express delivery and postal enterprises". This application is deployed on the HCAS platform.

Accordingly, the branch receives scanned copies of documents from express delivery and postal businesses sent to the branch's email address. The HCAS system will automatically receive documents and issue numbers and respond to emails from businesses.

This whole process takes up to five minutes. This application saves human and financial resources for both import-export businesses and Customs authorities and especially ensures safety during the pandemic.

Mr. Tran Huu Chau, customs clearance supervisor at DHL Express Vietnam, said: "The application is a program that our company and HCM City Customs have used effectively since the beginning of 2020. This application is very convenient for the import and export activities of the company. When the application was not implemented, the company had to submit paper documents to the customs; this took a lot of time, costs and human resources. The application has made everything automated so that electronic documents and responses are received very quickly via email. It can be said that, for businesses with a large flow of import and export goods, this program is very useful and highly connected, and help businesses save billions of dong.”

With a fairly large amount of documents daily, Ms. Ta Phan Quynh Chi, UPS Express Company, said since joining the application, the company has reduced more than 80% of human resources and costs related to documents on import and export procedures.

“With dozens of documents a day, we don't have to assign staff to print, submit documents and wait for a response from customs, but the whole process is handled via the customs electronic software system," said Ms. Ta Phan Quynh Chi.

According to express and postal companies, the application of IT software systems to receive documents related to import and export goods has saved a lot of time and costs for businesses and contributed to environmental protection when businesses do not have to print hundreds of documents per day.

Especially, during the Covid-19 pandemic, including the peak time when Ho Chi Minh City implemented anti-pandemic measures, the import and export activities of express and postal enterprises were not affected and worked regularly.

20,000 pages of documents received each year

According to Mr. Bui Thanh Hung, Deputy Director of the Express Customs Branch, the branch manages and carries out import and export procedures for 12 express delivery and postal enterprises, so the branch has to receive a lot of documents.

Previously, each express and postal business always had to send 1-3 employees daily to send paper documents and ask for the number of incoming documents, with about 50-100 documents per day. Through the application on the HCAS, the branch has implemented synchronous solutions, automated number issuance and replies for documents of express and postal businesses at the branch.

The effective IT application on the HCAS has been greatly welcomed by businesses. They do not have to send employees to the customs branch and only work online or work from home and email documents to the Customs office.

With this program, the Customs office also reduces the work for the receiving unit. In 2021, the Express Customs Branch received documents and issue more than 4,000 numbers with a capacity of about 6GB (equivalent to about 20,000 pages of documents) through the system. Thus, both businesses and Customs do not have to manually process tens of thousands of documents.

With the complicated development of the Covid-19 pandemic, the solution to receive documents via the electronic system has achieved certain success and has been appreciated by businesses.

This solution continues to strongly apply information technology to facilitate import-export activities of businesses. The Express Customs Branch continues to work with the IT Division, and HCM City Customs Department to prepare steps to implement digital signatures in internal management.
