Dong Nai Customs: Together with enterprise to nurture revenue source

VCN – According to a report of Dong Nai Customs Department, as of 15/9, total State budget collection of the unit achieved 11,397 billion vnd, increased by 3.5% compared to the same period last year and achieved 75% of assigned target in 2017 (15,200 billion vnd).

Tax liability only accounting for 0.06%

According to Mr. Le Van Danh, Director of Dong Nai Customs Department, in 2017, the unit has concentrated its resources to implement assigned task of collecting revenue with the determination to strive to complete the assigned task in 2017. The Department has allocated the budget collection in 2017 to their Customs branch for planning and fulfill with great determination from the early months of the year. Along with that, the unit also focused on reviewing and actively taking measures to recover tax debts, paying attention to enterprises with a lot of tax debts and try not to generate new bad debts; To promote post-clearance audit on the declared value of goods items on the list of export goods with valuation risk.

Currently, the outstanding tax debt rate at Dong Nai Customs is always remaining at very low rate and is one of the units with the lowest rate of overdue tax debt. Accordingly, the total amount of overdue tax debt as of 15/9 is only 7.1 billion vnd, accounting for 0.06% of total revenue of the unit. In that, 5.65 billion vnd is the overdue tax debt of the enterprise that was left by owner business, or not doing business at the registered address, shut down or suspend business activities and has new overdue tax debt. The units have implemented and collected revenue in accordance with regulations.

In order to achieve the above results, Dong Nai Customs Department has always maintained the Urging debt retirement units to establish inspection plan, review and implement urging plan to collect tax debts. For enterprises owing to the debt, the unit has sent an announcement to urge and invite enterprise to the office for work. Along with that, reviewing and making a statistical list of enterprises that didn’t found address, disintegration business or bankruptcy in order to coordinate with competent authorities to implement legal measures. Furthermore, Dong Nai Customs Department also exchanges information with Taxation Department, State bank and commercial banks in order to proactively catch up transaction information of the enterprises. In that, concentration on enterprises that have signs of loss-making, fraud, tax evasion to implement measures for debts retirement, a penalty of the enterprise before they shut down business, business owner run away.

Moreover, Dong Nai Customs Department has always paid special attention to losses prevention measures via post-clearance audit. Accordingly, from the beginning of the year, the unit has completed 59 post-clearance audits with the total amount of money collected from the inspections were 58.2 billion vnd. In that, 50.9 billion vnd collected from tax assessment, 800 million vnd of late payment penalty and 6.5 billion vnd collected from administrative violations. The violations that cause by enterprises are mainly include do not declare or make incorrect information in order to increase the amount of tax deduction or refund, exempt collection from the management of raw materials for processing, export production or use of invalid C / O, application of wrong special tax rates.

Control implements along with facilitation

According to Mr. Le Van Danh, the supervision, management of Customs implement along with a companion, remove difficulties and facilitate to enterprises. This is a motto of Dong Nai Customs Department. Hence it has helped the unit to maintain a good relationship with the business community and nurture revenue source.

According to the plan, from now till the end of 2017, Dong Nai Customs Department will continue implementing solutions for budget collection on the basis of regularly monitoring the progress of revenue collection according to each assigned target to the units in order to strive to complete the assigned target. At the same time, strongly implement plans of anti-smuggling, trade fraud, post-clearance audit plan. In particular, focusing on the key goods items, key enterprises, and key areas. In the risk management, the unit strives to increase the ratio of declaration in green channel by 70% or more, yellow channel is under 24% and red channel is less than 6%, increase detection rate of violation to 4% or more; Increase the rate of detection of violations by transferring declarations over the same period of 2016.

Dong Nai Customs Department will also accelerate the implementation of customs procedures through online public services, strive to reach 100% of administrative procedures using online public services at the minimum level of level 3, 70% of critical administrative procedures use online public services level 4 by the end of 2017.

Mr. Le Van Danh also said that, in the coming time, Dong Nai Customs Department will continue to promote and expand the connection and information exchange to relevant branches and units in the customs clearance of export goods in order to facilitate to business operation, contributing to completing the plan as set by the Government on the promulgation of the Decree on the National Single Window mechanism, officially operating the ASEAN Single Window in 2017. In particular, the unit will focus on contributing to the development of the Decree, the Circular on guiding customs procedures, the regime of inspection, supervision, and enforcement of customs; Comment on the regulations of specialized inspection to reduce the time for cargo clearance. For enterprises, Dong Nai Customs Department also focuses on guiding customs procedures, proactively investigates and supports the handling of difficulties and problems for enterprises. Strengthen to review legal documents and propose to the higher level; advise to the leaders of the General Department of Vietnam Customs and leaders of Dong Nai province in attracting and improving the investment environment and enhance the competitiveness of Dong Nai province.
