Deputy Prime Minister stressed that in the past two years, under the direction of the National Steering Committee 1899, the ministries and sectors, especially the Finance sector, the General Department of Customs completed a large volume of work such as: advising and proposing the development and improvement of institutions and legal documents; investing in developing and deploying IT systems to connect ministries and sectors; Propagating and training NSW, ASW and solutions for trade facilitation and cross-border trade.
In addition to the achieved results, the implementation of NSW remains with shortcomings, inadequacies, difficulties and challenges.
"In general, the implementation is still behind the schedule, the achieved results failed to hit the target. Until now, only 53 out of 284 procedures have been implemented (reaching only 19% of requirement). The volume of goods subject to specialized inspection also accounts for a large proportion. The effectiveness and efficiency of the specialized inspection is not recognized; The number of legal documents which must be amended or supplemented is significant; Some fields are missing; The overlapping and duplication in the specialized examination is still a problem; The charge for specialized inspection of an import and export item is still high," the Deputy Prime Minister said
Mr. Hue said that in the coming time, the renovation of specialized management for import and export goods was an important and urgent task, especially in the context of increasing volume of import and export goods (in excess of US$ 425 billion in 2017) and the requirements of Free Trade Agreements (FTAs) and requirements on the protection of domestic production and consumption, including environmental protection and public health.
Therefore, the Prime Minister has instructed and requested for this important conference to evaluate the situation, identify the shortcomings, inadequacies and reasons. Accordingly, introducing specific orientations and solutions for drastically promoting the implementation of NSW, ASW and trade facilitation in the coming time.
The Deputy Prime Minister also required ministries, sectors, localities, agencies, units, especially representatives of associations, and enterprises to give comments on the drafts: Action Plan to promote NSW, ASW and reform of specialized inspection for import-export goods and trade facilitation for 2018-2020; Decree on the implementation of administrative procedures through NSW, ASW and specialized inspection for import and export goods.

In addition, it was necessary to make detailed recommendations on the tasks and solutions in the short and long term for better and more effective implementation of NSW, ASW and reform of specialized inspection for import and export goods. Particularly, focusing on carrying out tasks assigned by the Government and the Prime Minister from now to the end of 2018 to successfully connect at least 130 administrative procedures with NSW and cut 50% of the list of goods subject to specialized inspection before Customs clearance.
