Detailed plan

According to the Deputy Head of the Da Nang Customs Department, Mrs. Nguyen Thi Thanh Van, in order to make a good preparation for APEC 2017, the Da Nang Customs Department has developed plans to carry out Customs procedures to ensure security from mid-2016, ensuring security and safety for delegates, guests, journalists, especially heads of country members during APEC 2017. Ensuring that Customs clearance shall be implemented quickly, conveniently and respectful. Also, Customs management will be carried out along with the activities of the Security and Health Sub-Committee and other Sub-Committees of APEC Steering Committee 2017 in Da Nang to ensure safety for activities of the conference, meeting the requirements of politics and foreign affairs.

Till now, the Da Nang Customs Department has carefully prepared the steps such as sending officers to train, improving foreign languages, international communication skills, rotating staff to meet new needs, especially when the new Da Nang International Airport Terminal has gone into operation. Also, the Da Nang Customs Deparment has stepped up the regulations on coordination with the Central Port Authority, the airport police of the international airport and the business units at the airport in order to ensure smooth Customs procedures and equipped technical facilities and information technology systems to meet the Customs procedures.

In particular, the key units such as the Customs Branch of Da Nang International Airport and the Customs Branch of Da Nang port shall intensify the inspections and supervision of goods, import-export luggage and transport means on entry or exit. Accordingly, the Customs Branch of Da Nang International Airport is assigned to intensify the inspectiond and supervision of goods, import-export luggage and transportation means before, during and after the events to ensure the security and order of APEC 2017; take initiative to grasp the situation of the flight plan, the list of passengers in each flight; inspect and strictly control all import-export luggage, including hand luggage of passengers and flight crew. In the course of inspections and supervision, if any problems are found, Customs officers should promptly report them to the Security and Health Sub-Committee for timely handling. In particular, competent forces shall pay much attention to prohibited items such as weapons, explosives, reactionary materials, drugs, chemicals and poisonous food affecting human health.

At the port, the Customs Branch of the Da Nang port shall intensively coordinate with the competent units in the localities such as the Police, Border Guard, force of Da Nang port to settle Customs procedures for goods and means of transport on exit or entry; the procedures for temporary import for re-export of foreign goods, means and equipment in service of the security of the conference.

In addition, forces such as the Customs Control Team and Drug Control Team are assigned to conduct patrols, control and screening of key subjects, regularly coordinate each other to share information with Customs Branches to conduct control of all goods, import-export luggage and transport means conveniently, quickly and strictly.

Preparing well at the new international airport

Sharing about preparation for security and safety for APEC 2017, the Manager of the Customs Branch of Da Nang International Airport, Mr. Pham Duy Nhat said that the number of flights and passengers in APEC 2017 would rise. Accordingly, the Customs Branch of Da Nang International Airport has had a plan to use equipment effectively as well as requesting the Da Nang Customs Department and the General Department of Vietnam Customs to mobilize and supplement public officials to ensure security for APEC 2017.

Currently, the Customs Branch of the Da Nang International Airport has just completed its mission at T1 terminal and quickly switched to the newly built T2 international terminal. In order to meet requirements of increasing passengers and transit vehicles in the coming time, the Customs Branch of Da Nang International Airport has applied Customs automated clearance system and system of collecting information passengers, import-export goods, means of transport on exit or entry. Accordingly, goods shall be quickly cleared for organizations and individuals in localities under Customs management. In addition, the work of instructing and training civil servants on Customs procedures for luggage, goods and means of foreign delegations and reporters have been paid special attention, to ensure Customs procedures to be implemented quickly and conveniently. Technical facilities such as luggage, cargo and surveillance cameras have been checked and arranged to perform well for Customs inspections and supervision.

The number of passengers are mainly from Korea and China. Currently, there are 21 airlines performing Customs clearance at 2 ground service units. In the first 4 months of 2017, the Customs Branch of Da Nang International Airport completed procedures for more than 7,000 flights, an increase of 30%; and more than 1 million passengers, an increase of more than 45% over the same period in 2016.
