As of mid-November, total revenue of Da Nang Customs Department was VND 3,360.79 billion, 86.2 percent of the assigned target and 84 percent of the desired target, down 2.4 percent compared to 2018.
Da Nang Customs said that although the tax administration and budget revenue collection are always considered key tasks of the department and the department’s leaders have drastically requested perform this task to its units; providing solutions to facilitate the maximum for businesses involved in import and export activities is also a focus. However, revenue still decrease compared to 2018.
The reason for this decrease is that in previous years, Da Nang Customs Department's revenue mainly came from imported petroleum products. However, in following years, this product did not import through Da Nang Seaport, which affected revenue from import and export activities.
In addition, there are few large businesses and many only have traditional revenue; goods imported and exported in Da Nang City are not significant and have not had a sharp increase.
According to provisions in Circular 39/2018/TT-BTC supplementing and amending Circular 38/2015/TT-BTC, goods that are machinery and equipment are not subject to physical inspection according to the proposal of Customs branches where customs declarations are registered. Therefore, some traditional businesses with large revenues that opened declarations at Da Nang Customs Department for investment projects in other provinces will have to open declarations at customs branches where projects are invested, causing a decrease in the department’s revenue.
Assessing revenue collection from 2019 and the following years, Da Nang Customs Department stated that import tax of many goods lines is reduced to 0 percent according to the roadmap of tariff reduction when participating in free trade agreements. Therefore, it has significantly affected the department’s revenue collection.
Facing these difficulties, Da Nang Customs Department expects the whole year's revenue will be more than VND 3,750 billion, reaching 96 percent of the estimate.
