Da Nang Customs Department also directed its Branches and Customs officers to strengthen the propaganda, support and guidance for enterprises on the implementation
In case of non-collection and non-payment at commercial banks and state treasuries, the Branches must intensify strict management measures so as to avoid the situation of taking advantage of the collection of charges and fees in cash to harass and make difficulties for enterprises.
According to the provisions of Circular No. 274/2016 / TT-BTC dated 14th November 2016 of the Ministry of Finance on the rates, the regime of collection, submission, management and use of the customs fees and charges on goods and vehicles in transit and Circular No. 184/2015/TT-BTC dated 17 November 2015 of the Ministry of Finance on the formalities for the guarantee of tax payment, declaration and payment of taxes, late payment interest, fines, fees, charges and other receivables on imports, exports, goods in transit, vehicles upon entry, departure or in transit:
Payers shall pay charges and fees on each time of arising or pay monthly fees in cash or via account transfer via electronic transaction channels to the deposit account of the relevant Customs authority at State Treasury or account of the organization mandated for collection at commercial banks.

Regarding this issue, the General Department of Customs issued Official Letter No. 5355 / TCHQ-TXNK to guide the provincial and municipal customs departments to intensify the propaganda of enterprises implementing import and export procedures to pay Customs fees and charges at commercial banks and State Treasury according to regulations, in order to minimize the direct collection and payment of Customs fees and charges in cash at customs authorities.
