Customs sector to collect VND 316 trillion in 2019

VCN - On the afternoon of January 8, 2019, chaired by the Director General Nguyen Van Can, the General Department of Customs (GDC) held an online conference to summarize the task performance in 2018 and to deploy the tasks in 2019 with 35 video conferences at the local customs units. In 2018, the GDC has focused its resources on drastically deploying solutions to complete the assigned tasks: Strengthening administrative procedure reform, thoroughly applying information technology to Customs operations to create favorable conditions for import and export activities; promoting the revenue collection and exploitation and measures for anti-revenue loss; anti-smuggling, trade fraud; improving organizational structure, and strengthening administrative rules and disciplines, etc.

Presenting at the conference, Director of Import and Export Duty Department Luu Manh Tuong, analyzed the factors affecting the results of state budget collection in 2019. Accordingly, to achieve the target of VND 300,500 billion, the sector must collect an average of VND 25,041 billion per month. 2019 estimates are developed based on the GDP growth rate of 6.7%; crude oil price of US$ 65 US / barrel; total export turnover with an increase of 7% - 8%; the context of 2019 when tariff lines are reduced sharply by Free Trade Agreements (FTAs), most of commodity lines are subject to import tax rate of 0%.

To complete the 2019 state budget task, one of the solutions proposed by the Director of the Import and Export Duty Department is to further reform and simplify Customs administrative procedures towards modernity, publicity and transparency. Timely settlement of arising problems under jurisdiction related to Customs procedures, tax policies, tax administration, accounting regimes, tax refund, tax exemption and removal of difficulties to create more favorable conditions for businesses to participate in import and export activities. In addition, continuing to promote cooperation with banks to pilot electronic tax payment 24/7, ensuring that taxpayers can pay taxes at all times, everywhere, and by every means.

Along with that, focusing on analyzing and identifying suspicious signs and coordinating with other professional departments to check and inspect cases of illegalities, concentrating on imported goods to create fixed assets of investment incentive projects, duty-free goods to ensure the fulfilment of assigned budget targets.

One of the key tasks of the Customs role and performance is combat against smuggling and trade fraud, which is always considered as an important tool to protect the security and safety of the economy. Discussing this issue, Deputy Director of the Anti-Smuggling and Investigation Department Nguyen Hung Anh said in 2019, the Anti-Smuggling Investigation Department will direct its subordinate units and advise the leaders of the General Department to direct provincial and municipal Customs Departments to focus on implementing some key tasks.

Accordingly, closely following and strictly implementing the directions of the Government, the Prime Minister, the National Steering Committee 389, the Ministry of Finance, the General Department of Customs and People's Committees of provinces and cities to raise awareness and responsibility in the implementation during peak periods for fighting against smuggling, trade frauds, and illegal cross-border transportation of goods.

In which, focusing on strengthening information collection, grasping the situation, applying synchronous measures for Customs control, strengthening inspection and strict control at key routes, areas, for prohibited goods and goods with high value and high tax rates. Closely inspecting and monitoring temporary imports for re-export, transit, transshipment, processing investment, export production; strictly controlling illegal entry and exit of passengers, multiple entry and exit with unclear purposes in order to proactively prevent, detect, arrest and promptly and effectively handle smuggling activities and illegal cross-border transportation of goods

Along with that, building a force in charge of controlling and combating smuggling under the General Department, who are qualified and skilled in the new situation through opening operations in training courses in the sector and coordinating with universities and academies in the Public Security sector to train for Customs control, criminal investigation, foreign languages and informatics for the Customs control force. . Also, continuing to invest in equipment and facilities, weapons, support tools and technical equipment to help the Customs control force to have enough power to carry out their tasks and warn acts of violation in Customs laws.

Directors of the Customs Departments in some provinces and cities also gave their opinions on customs management in 2019 at the conference.

Director of Hai Phong Customs Department Nguyen Tien Loc introduced solutions to improve Customs management for export processing, in which emphasizing risk management tools and changes in Customs management.

Deputy Director of Ha Tinh Customs Department Dinh Van Hoa proposed solutions for anti-state revenue loss.

Director of Quang Ninh Customs Department Bui Van Khang mentioned some difficulties and problems related to the management and supervision of imported and exported goods at Quang Ninh Customs Department and the combat against smuggling and trade fraud.

Director of Customs Department of Ho Chi Minh City Dinh Ngoc Thang commented on the Customs management and supervision in Ho Chi Minh City, and proposed solutions to complete the budget task, to reform administrative procedures, renovate the human resource management at Ho Chi Minh City Customs Department, such as; piloting the establishment of risk management center and advisory groups for price and operations.

All recommendations of the local Customs Departments have been acknowledged by the General Department leaders.

Speaking at the conference, Minister of Finance Dinh Tien Dung praised and appreciated the achievements in all aspects of the Customs sector in 2018. In particular, the Minister pointed out some tasks such as: State budget collection, administrative procedure reform, customs modernization, anti-smuggling and trade fraud and so on.

Approving with the tasks and solutions proposed by the General Department of Customs for 2019 task performance, the Minister requested the Customs sector to perform the 2019 budget task and strive to exceed at least 5% of the assigned target well.

The Minister also requested the Customs sector to continue to perform well the administrative reform and modernize the Customs supervision, facilitate trade activities, strengthen anti-smuggling and trade fraud and tighten disciplines in the sector.

Realizing the directions the Minister of Finance, Director General Nguyen Van Can requested its units to focus on implementing the 2019 tasks, to strive to complete the proposed plans. In particular, he asked the units to continue promoting the 2018 achievements, sticking to the important tasks in implementing policy projects, speeding up the progress of some key projects; tighten disciplines and seriously handling violations.
