Customs sector strengthens law publicity, dissemination and education

Providing sufficient and timely legal information, especially new legal policies to customs officials, agencies, organisations and individuals involved in import-export activities, thereby, effectively capturing, performing and combining the dissemination of the law with the development and completion of legal documents relating tocustoms.

At the same time, ensuring customs officers will sufficiently and accurately capture and understand customs laws and provisions.

The Customs sector also aims to support relevant individuals and organisations, especially goods import-export enterprises, to promptly and fully grasp the provisions of customs law, ensuring compliance with customs laws. Disseminate and encourage firms, individuals and organisations to work with Customs to perform administrative procedure reform and customs modernisation.

The Customs sector will agree to direct and coordinate the performance inside and outside the Customs sector on publicising, disseminating and educating the law for customs officials; publicise, support and provide information to businesses, individuals and organisations in import and export activities.

To achieve high efficiency, the General Department of Vietnam Customs requires its subordinate units to comply with provisions of law and the provisions of the Customs law; the operational regulations and processes of Customs sector is publicised and disseminated specifically and accurately. Law publicity and dissemination and education to customs officers, individuals, organisations and enterprises must be conducted regularly and promptly. Along with that are forms of law dissemination and education should be consistent with the qualifications of the subjects.

The publicity, dissemination and education of the law to customs officers, , organisations, individuals and enterprises must be associated with law enforcement, ensuring the legitimate interests of customs declarants and taxpayers. At the same time, performing the management of goods import and export activitieswell. Closely coordinating between the Customs with ministries, branches and business associations in law dissemination and education.

The representative of the Legal Department emphasised that, right from the beginning of the year, the General Department of Customs has requested its subordinate units build and implement action plans on administrative reform, customs modernisation, improvement of business environment, and national competitiveness in 2021 as required by the Government in Resolution No. 02 / NQ-CP January 1, 2021 and Resolution 01-NQ/BCSĐ dated January 4, 2021 of the Party Committee of the Ministry of Finance on leading and directing the financial-budget tasks in 2021.

The General Department of Customs also requires units to regularly have dialogues with enterprises to remove difficulties and problems arising under their competency related to customs procedures, tax policies, tax administration and accounting, tax refund and tax exemption; reform administrative procedures, customs procedures, shorten customs clearance time; deploy National Single Window and ASEAN Single Window andregularly update, publicise and train the business community about new policies, promote cooperation with commercial banks, expand the E-tax payment programme 24/7 and Pre-Authorised Tax Payment, continue to maintain and improve the efficiency of the working group of Customs -Business.

Raise awareness, significance and importance of reform and modernisation associated with improving efficiency of management in the public service performance; receive and promptly solve difficulties, problems andreflections of businesses and business associations in customs; identify as one of the key tasks of customs reform and modernisation in 2021, the whole sector continues to raise the ranking of the cross-border trade transaction index in 2021 by 10-15 places compared to 2018.
