Customs sector strengthen discipline for the best service to business community

Making great effort in public service performance

In June, at Vietnam Singapore Industrial Park Customs Branch under Binh Duong Customs Department, all customs officers were ready for work performance. Manager of the branch Huynh Van Ut said that the working hours at the branch starts at 7:30 am. However, the customs officers often go to the office early to prepare for their daily task performance.

Vietnam Singapore Industrial Park Customs Branch has 20 officials who are in charge of customs procedures for more than 1,500 enterprises with over 1,000 import and export declarations per day. To facilitate import and export activities in the Industrial Park, the branch strictly implements discipline and regulations of the Customs sector to effectively perform tasks. Currently, the import and export activities have been strongly affected by the world economy, impacting on the State revenue so the branch’s officers have made great effort to support enterprises at any time.

At the Investment/Processing Customs Branch (HCM City Customs Department), the customs officers still processes customs clearance for import and export shipments. Deputy Manager Nguyen Thi Thanh Hang says that the branch is in charge of processing procedures for FDI enterprises, enterprises implementing projects with investment incentives in the country, projects funded by ODA capital, the officers often work until at 7-8 pm to process procedures related to import and export for enterprises.

At Tan Son Nhat International Airport Customs Branch-the largest international gateway in the country, the leader of the branch says that the branch implements customs procedures for over 230 international flights and over 36,000 passengers on exit and entry. In addition, the branch’s officers have paid attend to the image of the Customs and of the country. Therefore, the officers comply with regulations on costumes and working style during task performance.

HCM City Customs Department and the Tan Son Nhat International Airport Customs Branch have effectively abided by public service discipline, create a beautiful image in the hearts of international visitors, citizens and businesses.

Reinforcing public service discipline

Defining administrative discipline as a key factor in capacity building, from the early year local customs units have strictly followed the direction of the General Department of Vietnam Customs in Official Dispatch No. 375/TCHQ-TCCB dated January 19, 2023 on warning and strengthening the responsibilities of heads of all levels in the performance of public duties; Decision No. 799/QD-TCHQ of the Director General of Vietnam Customs promulgating the regulation on inspection of public duties performance and handling of violations against customs officers.

Mr. Dinh Ngoc Thang, Director of HCM City Customs Department said that the department had over 1,500 officers with the huge workload. Therefore, for smooth import-export and immigration activities, the department had to maintain a high level of public service discipline and promoted IT application in administration and operational processes.

HCM City Customs Department has issued documents to request units to follow the direction of leaders at all levels to strengthen public service discipline. The department has organized 15 conferences to implement Resolution No.17 dated February 2, 2023 of the Standing Board of the Party Committee of HCM City Customs Department on strengthening the role and responsibilities of party committees and leaders in directing the completion of political tasks in 2023; Directive No. 01 dated February 3 of the Director of HCM City Customs Department on implementation of solutions to complete tasks in 2023; Official Letter No. 991 dated April 18 of the HCM City Customs Department.

As one of the leading department in implementing discipline when performing public duties, Director of Binh Duong Customs Department Nguyen Tran Hieu said that Binh Duong Customs Department has complied well with regulations on public service performance. Through channels of information and supervision of the business community and relevant authorities, the department will grasp situation and remind violations of officers (if any), and keep discipline in the department,” said Mr. Nguyen Tran Hieu.

Along with great efforts to complete tasks, these Customs units have strengthened direction, inspection and supervision the implementation of administrative discipline; established working teams to inspect and supervise the public service performance and randomly inspected the performance for the officers; strictly handled violations. The department have determined to make the transparent apparatus for the best service to the business community and economic development.
