Customs sector focuses on nine key task groups in 2023

At the conference on setting out key tasks in 2023 of the GDVC, Deputy Director General of Vietnam Customs Nguyen Van Tho said that to implement the Vietnam Customs Development Strategy by 2030, and the GDVC has focused on developing and issuing the Key Working Program in 2023, including perfecting and submitting nine key working programs and projects to the Government, Prime Minister, and submitting 21 key working projects to the Ministry of Finance, and 72 major working programs at the GDVC level.
To achieve the target, the GDVC has requested units in the whole sector to focus on nine working groups as follows:
Firstly, the GDVC requests the units to actively coordinate and follow the progress of the promulgation of decrees submitted to the Government, perfect and submit to the Ministry of Finance to issue circulars guiding customs regulations. In addition, promptly detect regulations that are overlapping and invalid or no longer suitable for socio-economic development to propose to suspend the promulgation or abolish, amend and supplement or issue new regulations, ensuring the legitimacy and consistency with the development of socio-economic development.
The second, the whole Customs sector implements the Vietnam Customs Development Strategy in 2023 to develop modern Vietnam Customs by 2025 and complete Digital Customs under the orientation of digital Government, creating a foundation to build Smart Customs.
Based on the approved plan for reform, development and modernization to 2025, the whole sector will innovate in awareness and thinking in task performance, actively apply technological advances in performance, and arrange resources to implement the plan.
Develop IT solutions to meet management requirements for import and export, exit, entry and transit means of transport towards centralized management and administration by the GDVC; continue to improve the customs clearance process under the model of Digital Customs and Smart Customs and implement plans to ensure the smooth operation of VNACCS/VCIS system until there have the replaced IT system.
Build an IT system for implementing the National Single Window, ASEAN Single Window in the direction of centralized processing, application of modern technology, connecting to systems of ministries and sectors based on inheritance and digital transformation of current IT systems.
Implement comprehensive solutions to promote digital transformation in customs operations with the goal that all customs procedures are processed online anytime, anywhere and by any devices; control all customs operations online before, during and after customs clearance.
The third, the GDVC sets specific targets for each field to facilitate trade, save time and cost for customs clearance and release, and streamline procedures.
The fourth, the country's top customs regulator continues to improve regulations on the customs process. In 2023, the regulator will build, amend, supplement and replace 15 regulations related to import-export tax, customs supervision, anti-smuggling and investigation, customs verification, risk management, and finance management.
The fifth, the GDVC issued Directive No. 479/CT-TCHQ comprehensively implementing trade facilitation solutions, improving the effectiveness of state management and anti-revenue loss in performing revenue collection in 2023. The Directive provides task groups and specific tasks for units to implement since the early year.
The sixth, grasp and control the situation to prevent and handle smuggling, trade fraud and illegal transportation of goods across border gates; apply operational measures to prevent customs offences.
Strengthen post-clearance audit nationwide, and focus on implementing major plans; strictly perform plans on specialized inspection and internal inspection, enhance the internal inspection via online inspection and supervision; improve the efficiency of duty work at all levels, and quality and efficiency of analysis and assessment of risk signs for suspected import and export goods.
The seventh, strengthen international cooperation and information exchange to approach the management model of advanced countries and modern customs model. Implement the international cooperation and integration plan in the Customs field for 2021-2025. Promoting cooperation with strategic, important partners and neighbouring countries. Actively participate and ensure the interests of Vietnam Customs at international and regional organizations and forums.
The eighth, build human resources and maintain administrative discipline in performing public duties. Focusing on submitting to the Prime Minister for promulgation a Decision to replace the Prime Minister's Decision No. 65/2015/QD-TTg stipulating functions, tasks, powers and organizational structure of the General Department of Vietnam Customs; review and re-assess the number of customs officers at units based on the actual time of performing the work; maintain administrative discipline and culture of the behaviour of officers in the performance.
The ninth, the GDVC complies well regulations on fiscal policy and conclusions and recommendations of inspection and audit working teams, Central Inspection Committee; strengthens internal inspection and internal self-inspection, and considers a regular task of each unit and officer in the whole sector.
