Customs sector announces plan for administrative reform for 2021-2025

According to the plan, customs reform is the breakthrough in the development of the Customs sector, linking the administrative reform with legislative and judicial reforms and innovating the Party’s leadership, contributing to building and perfecting the socialist rule-of-law State of Vietnam.
The customs reform must stem from the interest of people and businesses; consider people and business as the center and the satisfaction of people and businesses as a measure to assess the service quality of customs units.
Administrative reforms must be carried out in a unified and effective manner and keep with the reality, contributing to promoting the implementation of development goals of the Customs sector.
In addition, the administrative reform must be associated with raising awareness, renewing thinking and creative action; innovating working styles and modern management methods, promoting the application of digital technology and IT technology in operation of administration agencies; making effective use of achievements and advances in science and technology, especially those of the fourth industrial revolution, with appropriate roadmaps and steps.
The General Department of Vietnam Customs said that the administrative reform must be associated with the implementation of the Customs Development Strategy for 2021 - 2030 and the Plan for the Customs reform, development and modernization for 2021-2025. This work must inherit and promote the achievements in the state administrative reform; learn experiences in the reform of countries with developed and modern administrations to apply in practice appropriately.
The Customs administrative reform plan for 2021 - 2025 focuses on six contents: institutional reform, administrative procedure reform, organizational reform of the state administrative apparatus, public service reform, public finance reform and development of e-government and digital government.
In the next 5 years, the Customs sector will focus on reforming customs institutions, focusing on building and perfecting the administrative system and improving the effectiveness and efficiency of law enforcement; build a contingent of professional and qualified officers to meet the requirements of tasks and the development of the Customs sector.
