Customs revises regulations to meet requirements on paperless customs

VCN – To promote administrative reform and simplify customs procedures towards paperless customs in 2022, in addition to the technological system conditions, legal policies also need to be revised to meet the requirements.

Accordingly, to implement Directive 384/CT-TCHQ dated February 8, 2022 on accelerating administrative reform and simplifying customs procedures towards paperless customs in 2022, the General Department of Vietnam Customs (GDVC) requested departments to review and propose policy amendments.

For example, the Legal Department is in charge of reviewing the customs legal system to identify documents that need to be amended, supplemented, and promulgated to meet the management requirements, and improving the customs legal system, applying international standards and modern customs management processes towards the digital customs and smart customs.

The Customs Control and Supervision Department is assigned to review and propose to amend and supplement regulations and guidelines on the submission of e-customs documents for imports and exports.

The department is required to coordinate with the Ministry of Industry and Trade to promote the connection and sharing of data of certificates of goods origin with trading partners according to international agreements and commitments acceded by Vietnam; and work with the International Cooperation Department in expediting the verification of the validity of e-C/O.

The GDVC also asks the department to review and propose to reduce and simplify business conditions and administrative procedures; optimize customs processes and digitize the results of administrative procedures via the application of information technology to shorten the customs clearance time and reduce costs for businesses.

The country’s top customs regulator requests the International Cooperation Department to execute the content of international regulations, agreements and commitments signed by Vietnam related to the use of e-documents in import and export activities.

In addition, the department is assigned to strengthen international cooperation, closely coordinate with organizations and competent agencies of other countries to promote negotiation and signing of international agreements and commitments on sharing and acceptance of e-documents in the import and export process.

The Import-Export Duty Department is requested to review, advise, and propose to amend and supplement regulations and guidelines on tax for imports and exports; Review and suggest reducing and simplifying administrative procedures; optimize customs process and digitize the results of administrative procedures with the application of information technology to shorten the customs clearance time and reduce costs for businesses

The customs sector sets the goal of implementing customs reform and modernization for 2021-2030 and perfecting the electronic working environment in customs control; building a digital Customs platform based on big data; connecting with parties through data sharing and digital platforms to create digital Customs services; maximizing the application of new technologies of the 4.0 revolution to strive to be the pioneering authority in the Government's overall plan on digital transformation, and to become the leading digital Customs agency in the world in 2026-2030.
