Receiving 1,008 samples for classification analysis, issuing 1,165 classification announcements, having 185 samples in analysis process, and handled and issued 316 applications for advance ruling code.
In 2017, the General Department of Vietnam Customs (GDVC) approved the “scheme on development of Customs Department of Goods Verification for 2017-2020”; completed the development of the lab meeting Vilas standards (Customs Branch of Goods verification No. 2 in Hai Phong); developed regulations of verification and classification for imported and exported goods; completed the establishment of 3 Customs Branches of Goods Verification including: Customs Branch of Goods Verification No.1 (in Ha Noi), Customs Branch of Goods Verification No.5 (in Quang Ninh), Customs Branch of Goods Verification No.6 (in Lang Son).
In addition, the GDVC issued and sent many guidance documents on classification for commodities such as white glass used in construction, set top box, fertilizer and collagen to municipal, provincial and businesses for the unified implementation.
Assessing results in verification and classification for imported and exported goods, the representative of Customs Department of Goods Verification said; the establishment and operation of 3 Customs Branches of Goods Verification, establishment of labs meeting Vilas standards, the investment in physical and chemical analysis equipment, microbiology room and 4 mobile verification stations facilitated in verification, classification and specialized inspection, that the receipt and issuance of advance ruling code basically met regulations and created favorable conditions for import and export activities.

However, the volume of analysis and classification sample was quite large, and many commodities were complicated and difficult to analyze and classify. Thereby, it required the professional skills of the Customs officers in charge of analysis and classification. Meanwhile, the number of these officers was still small, affecting the time of issuing the results of analysis and classification
Hence, in 2018, Customs Department of Goods Verification will strengthen internal inspection and promptly guide and answer obstacles in the process of classification and analysis for imported and exported goods. It will effectively complete and put into operation Customs Branches of Goods Verification in Ha Noi, Lang Son, and Quang Ninh. It will also expand Vilas targets and establish labs to meet Vilas standards at Customs Branches of Goods Verification that have been newly established, and arrange for human resources in charge of analysis and classification to promptly issue these results in accordance with provisions and facilitation for businesses.
