Customs plans to implement Aviation National Single Window

At the meeting, the Deputy Director General, Mr. Nguyen Cong Binh stressed: “The implementation of the Aviation National Single Window is an inevitable step to reform, will simplify procedures and reduce the clearance time of import-export under policies of the Government”.

As the Agency Standing for the National Steering Committee for the ASEAN Single Window and the National Single Window, the General Department of Vietnam Customs has been actively coordinating with Ministries and relevant agencies to deploy.

Deputy Director General, Mr. Nguyen Cong Binh asked representatives of units under the General Department of Vietnam Customs to clarify the connection model, data exchange between enterprises and the agency managing the portal of the National Single Window.

"In particular, authorities need to specify the benefits and effectiveness of the implementation of the Aviation National Single Window for the business community and authorities", the Deputy Director General, Mr. Nguyen Cong Binh stressed .

At the meeting, the Director of the IT and Customs Statistics Department (under the General Department of Vietnam Customs), Mr. Nguyen Manh Tung said: After officially implementing and achieving positive results in the field of sea transport, under the direction of the National Steering Committee for the ASEAN Single Window and the National Single Window, the General Department of Vietnam Customs has promoted the meeting with the relevant Ministries to implement the Aviation National Single Window.

According to Mr. Nguyen Manh Tung, in order to implement the above target, the Director General, Mr. Nguyen Van Can has recently held many meetings with leaders of the relevant Ministries such as: the Ministry of Transport, the Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development, which was appreciated by relevant units.

The fact has shown that enterprises operating in the aviation sector such as airlines; airports; or warehouse business take much time to implement procedures with State agencies.

The Deputy Director of the IT and Customs Statistics Department, Mr. Nguyen Tran Hieu said: Currently, many State agencies have various rules to manage. Therefore, in order to implement the procedures of Ministries, enterprises have to send information to each Ministry through manual methods.

Notably, there is much overlapping information such as flight information, passenger information but enterprises still have to send to every State agency.

However, when implementing the National Single Window, enterprises only have to send information to a single point by electronic methods. This not only helps enterprises implement administrative procedures, but it also promotes the effectiveness of management authorities.

Under the plan of the General Department of Vietnam Customs, the Aviation National Single Window shall be launched as a pilot from January 1, 2017, and officially operate in 2017.

The specific tasks to achieve this goal are to amend and supplement the legal basis; modernize and reform management procedures of Customs for goods and means by air; construct a model for connection among airlines, airports and warehouses; and conduct training courses, workshops, and promotion.

The Deputy Director General, Mr. Nguyen Cong Binh also requires units under the General Department of Vietnam Customs, local Departments and Customs Branches to contribute ideas to finalize a draft of the plan, which must clearly indicate the advantages and disadvantages. The Deputy Director General, Mr. Nguyen Cong Binh assigned the IT and Customs Statistic Department to lead and coordinate with relevant units to implement.

In addition, local Customs departments should actively prepare conditions to implement the plan.
