An online questionnaire will be hosted by the leaders of the General Department of Vietnam Customs; leaders of the Customs Control and Supervision Department; Leaders of Personnel and Organization Department will also participate to answer questions of readers.
After the implementation of Circular No. 12/2015/TT-BTC dated 30/1/2015 stipulating specifically the procedures for granting professional certificates of customs declaration, issue and revoke identification number of Customs broker staff. The orders and procedures of recognition and operation of customs broker have brought into play many positive aspects.
This is the professionalization of service of implementing customs procedure when the customs broker is equipped with adequate infrastructure to serve for the work of customs declaration and has employees who have a thorough knowledge of customs procedures as well as goods policies.
Accordingly, the process of implementing customs procedure will be done more quickly and more effectively. The guidance of customs authorities to solve problems becomes more convenient. This brings high economic efficiency for customs brokers as well as for import-export business.
However, the implementation process has also encountered many shortcomings, such as the situation of some organizations that have not acted as customs broker, do not use code of staff of customs broker, do not announce to the General Department of Vietnam Customs when changing information of customs broker (name, address), or changing staff of customs broker ...
Implementing the development of legal document program in 2018, the General Department of Vietnam Customs is assigned by the Ministry of Finance to chair the development of the draft Circular amending and supplementing Circular 12/2015/TT-BTC. After a period of time for taking opinions of the units in the sector, the draft circular is to be completed by the General Department of Vietnam Customs and will continue taking opinions from the units outside the sector.
The completion of the legal framework with clear rules on the conditions of the establishment, authority and duties of customs brokers is a necessary condition for the development of a service in the supply chain of logistics services, in line with the development trend of advanced countries in the world.
With the purpose of informing with propaganda more fully about the new contents that are expected to be amended and supplemented in the draft Circular, Customs News will be holding an online questionnaire with readers for this issue, thereby timely receiving feedback from the business community and people.
