Customs: Enhance the responsibility of the leaders in implementing administrative reforms

Inparticular, the Customs sector continues to strengthen the responsibilities of the leaders in the implementation of administrative reforms; clearly identifies the achievements and specific tasks associated with the responsibilities of individuals, agencies and units in charge of the implementation, and allocates resources to ensure the implementation; strengthens inspection and gives strict, honest and objective assessments of administrative reform implementation according to regulations.
The General Department of Customs will integrate and combine administrative reform activities with the general action plan of the sector; strengthen disciplines in the performance of public duties and other activities under the assigned functions and tasks. Clearly defining administrative reform as a key task, in which enhancing IT application, administrative reform, building a contingent of Customs officers meeting the requirements: Discipline - Action – Efficiency.
Continuing to study and propose the completion of the state management institutional system in the field of customs; implementing solutions to improve the quality of development of legal normative documents, towards common standards of modern market economies and international integration. Improving the quality of legal comments on draft legal documents; Strictly controlling the issuance of legal documents regulating business conditions and administrative procedures. Promoting propaganda, dissemination and education of laws, especially newly promulgated documents, regulations and administrative procedures. Continuing to deploy the administration scheme on the Customs Modernization Development Plan for the period of 2016 - 2020.
The Customs sector will continue to review and evaluate and propose solutions to simplify customs administrative procedures and carry out these solutions under approval by the Ministry of Finance, for focusing on cutting the time for studying documents and papers and costs for implementation of administrative procedures related to people and enterprises.
Deploying the action plan of the Ministry of Finance and the General Department of Customs to implement Resolution No. 02 / NQ-CP dated January 1, 2019 of the Government, on continuing to perform the main tasks and solutions improving business environment, improving national competitiveness in 2019 and orientation to 2021. Upgrading Vietnam’s transaction index for cross-border trade in 2019 to increase from 3 to 5 steps compared to 2018.
Reviewing and listing administrative procedures in newly issued legal documents to submit to the Ministry of Finance to announce customs administrative procedures. Publicizing administrative procedures and address for receiving feedbacks and complaints, recommendations of individuals, organizations and enterprises about administrative procedures on the electronic portal of the General Department of Customs, websites of provincial and municipal customs departments, at customs offices and customs checkpoints; fully updating the administrative procedures to the national database on administrative procedures. Deploying the National Single Window mechanism in handling administrative procedures according to the Government's regulations. Studying and building the connection of information technology applications to solve administrative procedures according to the single window mechanism; implementing receiving and returning results of administrative procedures settlement through public postal services; holding business dialogue conferences on compliance with policies, laws and administrative procedures in the field of customs.
Promoting post-clearance inspection to meet the requirements of customs reform and modernization. Strengthening the inspection of enterprises with high risks, complicated import-export activities and production and import-export activities in many different localities; checking out the outstanding areas and issues such as customs valuation. Focusing on improving the collection and analysis of information for post-clearance inspection, verifying information and handling post-customs clearance inspection results.
Renovating and reorganizing the organizational structure of the Customs units for streamlined, effective and efficient operation. Developing a professional capacity framework for leadership at division level and equivalent level for 6 main operational areas: Management and supervision, import and export duties, post-clearance inspection, anti-smuggling, risk management and sanctioning of violations. Developing a capacity framework for customs inspection and verification.
Promoting the training and retraining of civil servants and officials, especially paying attention to the contingent of leadership and management experts and local civil servants, and strictly following the roadmap to develop training establishments under the Ministry of Finance in accordance with the Master Plan for Human Resources Development for the period of 2012 - 2020; renewing the content and training programs for civil servants and public employees associated with plans and planning to meet the General Department of Customs task.
In 2019, the Customs will also implement effectively and synchronously guidelines, policies and solutions to prevent and fight against corruption and waste, and focus on areas that easily raise negativity. Drastically deploying solutions and striving to complete the assigned state budget collection task in 2019 of VND 300,500 billion.

To achieve that result, the Customs sector will strengthen online public service provision to serve people and businesses; implement Resolution No. 02 / NQ / BCSĐ on March 9, 2018 of the Party Committee of the Ministry of Finance on the application of technology of the 4th industrial revolution in the field of finance – budget; improve the efficiency of using the electronic customs clearance system, expanding the National Single Window, ASEAN Single Window; coordinating with the State Treasury, commercial banks to realize the project of collection coordination 24/7 to facilitate enterprises in the Customs process and quick customs clearance
