Customs sector has offered many solutions to exchange, answer and remove problems for the Korean business community. How do you assess the results achieved?

With the goal of constantly improving the capacity and efficiency of state management of customs, facilitating trade activities and serving people and businesses, the Customs agency has implemented many solutions to promptly solve problems for the business community in general and Korean businesses in particular.

In order for the reform of customs administrative procedures to gain practical efficiency, the Customs comprehensively implements business dialogue at all three levels: General Department, Department and Branch. Through dialogue conferences, the Customs agency introduces new policies so that businesses can clearly understand and implement them correctly upon exports and imports of goods; gradually raise their awareness of law compliance and work with Customs in enforcing laws against smuggling and trade fraud, creating a healthy business environment, and create a chance for businesses to raise their voices on problems regarding import-export management mechanisms and policies, customs procedures, and the spirit and service attitude of customs officers when performing official duties.

Accordingly, the General Department of Customs and local customs departments have promptly resolved many problems for businesses and gained useful information, listened to opinions of businesses to make Customs administrative work become more and more practical.

In addition to the national dialogue conference held annually, the conference on customs policy dialogue between the Ministry of Finance and Korean businesses in Vietnam attracts special attention, supporting Korean businesses in the customs field, creating a fair and transparent business environment.

How are the proposals of the Korean business community received and resolved by the Customs agency, ma'am?

It is fact that customs procedures are diverse with many types, along with constantly changing economic and social conditions, requiring customs procedures and policies to change to meet economic development requirements. Proposals of businesses are always carefully studied and resolved according to the principles of transparency, openness, and consistency. Regarding comments related to problems in legal documents, the Customs agency promptly proposes amendments and supplements.

In order for the information exchange process between the Customs agency and the business community to take place smoothly, before, during and after each dialogue conference, through channels, the Customs agency always synthesizes the problems of businesses and update answers on the e-Customs Portal.

In particular, after each dialogue conference with Korean businesses, the General Department of Customs continues to reform comprehensively on management methods and import-export tax policies in accordance with the economic integration process towards stability, openness, transparency, creating a healthy economic environment; in accordance with international treaties to which Vietnam is acceded, new generation Free Trade Agreements, Customs Law, Law on Export Tax, Import Tax and other relevant laws.

What is Customs sector planning to promptly grasp opinions related to policies on import-export goods management, specialized management and tax policies and customs procedures of Korean businesses?

In 2024, the Customs will disseminate documents issued in 2023 by the Finance sector including 12 Law documents, 7 Decrees and 1 Circular. ​

For documents in the drafting process, the General Department of Customs also develops a plan to disseminate legal documents, guidance documents, and procedures of the sector that are expected to be issued in 2024. Accordingly, in addition to posting on the electronic portals of the Government, the Ministry of Finance and the General Department of Customs, the Customs will also organize seminars to collect comments and proposals of the business community and Korean businesses to ensure that the issued documents are feasible and problems arising upon the implementation are limited.

After legal documents in the field of customs are issued, the General Department of Customs will draft and post an outline introducing the new content of the document on the e-Customs Portal and website of Customs Magazine; conduct online lectures introducing new contents of the documents and post online lectures to the e-Customs Portal and website of Customs Magazine

In particular, in 2024, the General Department of Customs will continue to promote the implementation of the Customs Development Strategy until 2030; Customs digital transformation plan, aiming at the overall goal of building a regular and modern Vietnam Customs, on par with Customs of developed countries in the world, leading in implementing the Digital Government with the Digital Customs model and Smart Customs model, applying artificial intelligence and big data, ensuring comprehensive digital transformation of customs operations. Accordingly, the Customs sector also focuses on promoting the dissemination of its digital transformation plans and programs to the business community and Korean businesses to promptly grasp and implement when the system is put into operation.
