Customs administration serves as a bridge between businesses and relevant agencies

VCN – Businesses are no longer entities of management, they become cooperative partners and service entities of the Customs administration, said by businesses and business associations at the workshop on surveying, evaluating and implementing the development of Customs-Business partnership (2014-2024) jointly held by the Customs Reform and Modernization Board and Hai Phong Customs Department on July 26.

The workshop drew participation from more than 20 import-export businesses and business associations in areas managed by Hai Phong Customs Department.

At the workshop, representatives of the Customs Reform and Modernization Board introduced an overview of the process of implementing and developing the Customs-Business partnership.

Over the past 10 years (2014-2024), the development of Customs-Business partnership has been implemented at three levels: General Department, Customs Department and Customs Branch.

Over the past 10 years, the Customs administration has flexibly and diversely taken measures to support and accompany the business community in the customs processes; listened and understood the demand of businesses and the business community to provide timely support; gathered feedback and initiatives from businesses to complete legal documents and activities to develop more effective Customs-Business partnership.

To effectively and smoothly the development of Customs-Business partnership and related parties, the whole Customs industry has provided key solution groups, including Information, consultation, participation and cooperation.

The Customs administration will provide the business community with useful information in many different forms such as revised legal policies or detailed information.

The Customs will exchange and discuss with businesses and related parties to find the best solutions for Customs control.

The Customs will organize activities with the participation of the business community to perform work related to management; organize cooperative activities with the business community based on consensus and agreement between parties.

At the workshop, Deputy Director of Hai Phong Customs Department Tran Manh Hung said that the department has implemented many training courses and disseminated legal policies paid attention by businesses. In addition, the department has promptly posted new documents and revised policies on the department’s website. At the same time, the department regularly receives information and handles difficulties for businesses via the website.

“Hai Phong Customs Department and its customs branches are ready to receive requests from businesses, or send officers to directly instruct and improve knowledge related to import and export for enterprises” said by Hung.

At the workshop, Ms. Nham Thi Luong, Head of Customs and Trade Facilitation Department, Hai Phong Logistics Association, said that after 10 years of developing the Customs-Business partnership, the relationship between the Customs and the business community has achieved positive results. Businesses are no longer entities of management, they become cooperative partners and service entities of the Customs administration.

“In recent years, the Customs reform has matched the reality, so the private sector looks forward to dialogue and consultation conferences held by the Customs. Because, the conferences have met the expectations of businesses, bringing practical benefits to businesses and served as a bridge between businesses and relevant departments and branches. The dialogues have created forums for businesses to share difficulties and problems based on the listening, sharing, cooperation and companionship between the Customs and businesses,” Luong said.

Many businesses also hoped that the Customs to hold more dialogue channels for each group of businesses and regime of import and export, so that business have an opportunity to share information and accompany the Customs in production and business activities.

The workshop is also an opportunity for the two sides to share experience and seek for new solutions and initiatives during the cooperation.

Through the survey, the Customs has gathered feedback from the business community to further improve the Customs service quality in the near future, and hoped to effectively cooperate with businesses to develop Customs-Business partnership in accordance with the Customs Development Strategy by 2030.

At the same time, the Customs has promptly honored and rewarded organizations and individuals that have made outstanding contributions to the development of Customs-Business partnership and related parties.

Earlier in July, the working group of the Customs Reform and Modernization Board conducted surveys to evaluate the implementation of Customs-Business partnership at Customs Departments of Bac Ninh, Quang Ninh, Lang Son, Hanoi and 15 business associations in Vietnam.
