Interaction with businesses
The General Department of Vietnam Customs has issued documents guiding the development of Customs-business partnerships, and almost all Customs units have supported and answered questions frombusinesses at their offices, businesses’ offices or via email, phone and websites of customs departments. However, as of yet, there are no tools to manage and develop customs-business partnerships, which permit to record, analyze and assess feedback, satisfaction of businesses and receive and completely remove difficulties and obstacles, thereby promoting in-depth and practical partnerships.
For three consecutive years, Mong Cai Border Gate Customs Branch has been top of leading unitsin the Department and District Competitiveness Index (CDCI) of Quang Ninh Customs Department. Especially, in 2019,the Branch topped in the CDCI. |
Customs officers of Mong Cai Customs Branch have concretized the idea of an effective management tool for Customs-Business partnerships by building and putting into operation the Customs-Business partnerships management system since June 2019.
The system includes two subsystems: the subsystem for Customs authorities and the subsystem for businesses that are built on the web platform(www.haiquandoanhnghiepqni.vn) to allow uniform and complete management of the entire database (including tax code, address, email, date of establishment, name, date of birth, phone, email, fanpage of the director, heads of departments, import-export staff, customs management unit, customs unit opening the declaration, the level of satisfaction of businesses through the annualCDCI assessment).
The system allows therecording of the entire process of supporting, interacting and removing difficulties of the Customs authority with each business and the satisfaction level of each business for the service quality of the Customs authority. Accordingly, all databaseson businesses are classified into groups, import-export business fields andmanagement areas to effectively support and monitor.
The system also allows interaction with businesses through the function of automatic messaging, email and archiving operations with businesses. The process of support and satisfaction of businesses will allow Customs to focus on assessing weaknesses in partnerships with businesses to focus development resources.
Currently, more than 120 businesses have participated in the assessment system and sent feedback on the service quality of the Customs authority. Most businesses highly appreciate the application of the system and the support of Mong Cai Border Gate Customs Branch for businesses.
Strive to achieve revenue of VND 1,000 billion
In attracting businesses to carry out customs procedures in the area, Mong Cai Customs Branch has achieved positive results, including revenue collection. In 2019, it was assigned abudget revenue target of VND 920 billion and desired a target of positive results of VND 1,000 billion.
According to statistics of Mong Cai Border Gate Customs Branch, by the end of November 19, its revenue was VND 867 billion, equivalent to 94.2 percent of the assigned target and 86.7 percent of the desired target. Notably, the revenue of VND 867 billion surpassed the budget revenue of VND 757 billion in2018. This is the highest revenue ever.
Leaders of Mong Cai Border Gate Customs Branch hoped that by the end of 2019, the Branch’s revenue will reach VND1,000 billion. To achieve this target, the Branch has actively grasped proposals and solved problems for businesses through meetings with businesses. At the same time, it has publicised new regulations for businesses via the CERM system, the branch’s fan page and proactively forecasted difficulties to remove for businesses.
Reviewing, working and attracting businesses with high revenue and businesses importing goods in Mong Cai and businesses shifting from other places to carry out customs procedures to increase revenue.
