Correct professional activities to reduce clearance time

In the cases where customs officers refuse to receive dossiers or request additional documents, Customs officers must inform to declarants by "customs instructions", updating the reasons for disapproval in boxes "Updating the opinions of the in charge officer" for the case of e-customs declaration and making a professional inquiry card for case of making declaration on the customs declaration paper, those cases will be done in accordance with No. 1966 / QD-TCHQ of the General Department of Customs.
If customs officers are detected of being request declarants to submit/present vouchers in contravention of regulations, Customs Branches shall transfer and arrange other customs officer.
Besides that, the General Department of Customs also asked the provincial Customs Departments to direct the Customs Branches to arrange Customs officers and public servants with experience and qualifications to guide and solve problems of enterprises in customs procedures process.
The guidance shall be implemented in the form of Instruction sheet issued by the General Department of Customs. This form will be used as a basis for carrying out Customs procedures at Customs Branch.
The above requirements are introduced by the General Department of Customs is one of the measures to reduce the clearance time of goods in accordance with the direction of the Government. Specifically, the Customs office strives to reduce the clearance time for export goods down to 70 hours, the import goods are decreasing to 90 hours.
At the same time, overcoming the obstacles related to the assessment of customs reform as stated in the Vietnam Chamber of Commerce and Industry's 2016 Report on Enterprise Satisfaction. In that, at the preparation stage of the Customs dossier and declaration, 16% of surveyed enterprises said that customs officers are not fully guided; 13% of businesses said they were required to provide information, documents outside the regulations. At the checking dossiers, 28% of businesses said they were required to provide irrelevant information, documents as stipulated in regulations. At the physical inspection, the corresponding rate is 9%.
