Contingent of officers that are specialized in Customs valuation will be established

VCN- In order to help Customs officers to completely understand regulations on Customs valuation as well as discuss to exchange experience in this field, the General Department of Vietnam Customs has held a training course for 52 Customs officers who directly work in the Customs inspection and valuation on 15th and 16th  November 2018 at the General Department of Vietnam Customs’ headquarters.

At the training course, the Deputy Director General of Vietnam Customs Nguyen Duong Thai emphasized that this was a two-way exchange training to help Customs officers who directly work in Customs valuation to completely understand new regulations on Customs valuation and handle complex situations of inspection and valuation. Through this training, the experience and the skills on handling for typical situations are exchanged and widened, thereby, developing and establishing a connecting chain in the Customs sector in Customs valuation.

Also, Deputy Director General Nguyen Duong Thai said that the Customs valuation was a key task of the Customs sector which was identified by the World Customs Organization. The General Department of Vietnam Customs identified and developed the contingent of officers that are specialized in Customs valuation. Therefore, the training is considered as the opening operation for the next activities conducted by the General Department of Vietnam Customs in implementing the goal of building the officer team for specialized Customs inspection and valuation.

It can be seen that the Customs valuation is a difficult and complicated field in Customs operational activity. The Director of the Import and Export Duty Department Luu Manh Tuong, commented that over the past time there were some amendments in regulations on Customs valuation. Thus, with the role as the department in charge of performing and guiding this task, the department will disseminate to units new contents on Customs valuation in Decree 59/2018/ND-CP and Circular 39/2018/TT-BTC, in which, focusing on 3 main contents including the inspection on value declaration, rulings and Customs valuation.

In addition, the training course has analyzed the difficulties and obstacles in inspection, rulings and Customs valuation over the past time in units by providing the situations and experience to apply in the reality.
