Complete the reduction and simplification of list of goods subjected to specialised inspection in fourth quarter

VCN – The Prime Minister issued Decision amending and supplementing a number of contents of Decision 1254/QĐ-TTg dated September 26, 2018 of the Prime Minister about the issuance of an Action Plan on promoting the National Single Window mechanism, ASEAN Single Window, reforming specialised inspection for import – export goods and trade facilitation in the 2018-2020 period.

Accordingly, Decision changed to the fourth quarter in 2020 must complete the reduction and simplification of the list of goods subjected to specialised inspection.

The tasks include: Reviewing, minimising list of goods subjected to specialised inspection and management before clearance, but still ensuring management requirements of State agencies and anti-smuggling, trade fraud; only conducting specialised inspection before clearance for good with high risk causing unsafety, harming human health and life, causing environmental pollution, social ethics, fine customs, economic harm, and national security.

There is no regulation that enterprises must submit a registration form certified by a specialised agency for implementing clearance for goods subjected to specialised inspection after clearance.

Strengthening coordination among ministries and authorities in specialised management and inspection of goods subjected to post-clearance audit, ensuring simplicity of procedures and convenience in the implementation.

Besides that, the Decision is also changed into the fourth quarter of 2020, ministries and sectors reviewed and issued a complete list of import and export goods subjected to specialised management and inspection must be issued together with HS codes in the Appendix issued with this Decision.

To amend and supplement the 6th bullet point in Point c, Clause 3, Section III as follows: in 2020 (the old regulation is the fourth quarter of 2019), ministries and authorities must complete the review and development of legal documents on specialised management and inspection towards fully applying the principles of risk management on the basis of assessing the law compliance of the enterprise; perform mutual recognition; prioritise and facilitate goods to be exported and imported serving for production which cannot be produced domestically; resolve the contents of the regulations that cause problems in the implementation.

Regarding the implementation of the customs bond mechanism, in 2020 (the old regulations in 2018 and 2019), the Ministry of Finance chairs and coordinates with the concerned ministries and sectors in building and submitting to the Government to report to the National Assembly for approval the pilot scheme of implementation of customs bond mechanism and deployment.
