Centralise and expand connection
According to the General Department of Vietnam Customs, the key goal for the centralised IT system to deploy the National Single Window is to operate based on the centralised State management database for imported, exported and transited goods; provide utility services to support people, businesses and State agencies in implementing administrative procedures according to NSW and ASW. To serve the management, direction and administration of all levels from central to local, connect with relevant systems of the Government, ASEAN countries and other international trade partners.
For the implementation, it is necessary to upgrade and transform the specialised system of ministries and sectors from the dispersed model into centralised processing.
At the same time, it’s important to build a centralised State database for information exchange and sharing between State management agencies and related parties to carry out administrative procedures under NSW and ASW; provide utility services for people and businesses and support the management and direction of the Government and ministries and agencies from the central to local levels.
Another important content is to invest in building and upgrading the system in the direction of hiring services in order to provide adequate and timely utility services to organisations, people, businesses and agencies in implementing NSW and ASW.
Along with that is the organisation of management and operation apparatus, supporting users of the National Single Window Portal and centralised system 24/7; set up redundancy system for the Port under the new model to ensure stable, smooth operation and security and safety.
Better provide public services
To implement these goals, the Standing Office has proposed developing the IT system towards developing and upgrading the National Single Window Portal as an integrated system based on the centralised data platform. Accordingly, it is necessary to upgrade and transform the specialised systems of ministries and sectors from the dispersed model into centralised processing. The specialised systems of ministries and sectors will be connected to receive and exchange information and processing results with the National Single Window Portal to form a centralised State management database.
The system includes infrastructure (server, network, transmission line), database, and support services which are set up and installed in the general data centre.
According to the General Department of Vietnam Customs, the establishment of a centralised database aims to serve the deployment of administrative procedures; the management, direction and administration; providing online public services; measure time and evaluate the quality of public service performance.
A notable content is to provide and utilities to organisations, people, businesses and officers of ministries and sectors. Specifically, online public services are provided through NSW and ASW including: receiving and responding to the results of processing dossiers and administrative procedures; provide information about the status of dossier processing; provide information to support decision making, management and administration. Online public services also focus on supporting enterprises in declaring administrative procedures through consultation, instruction and support. Monitoring and measuring the quality of public service performance of the State agencies; e-payment; and supervising means of transport.
Regarding online public service provision, in addition to direct access to the National Single Window Portal, the Standing Office has proposed the provision of application on mobile platforms and smart devices and providing online public services via helpdesk, legal document system. Online public services are hoped to be provided 24/7 to meet demand of users at anytime, anywhere, ensuring efficiency, quickness and convenience.
To build a centralised IT system to launch NSW and ASW as planned, the Standing Agency said that it needs focus on four key groups of solutions including: completing the legal basis and procedures; perfecting the technical infrastructure in the direction of concentrating and promoting online public services; standardising administrative and commercial documents; and introducing financial solutions group.
In the context of Vietnam's strong international integration, the scale and growth rate of import-export turnover is increasing, building and launching the centralised IT system to deploy NSW and ASW is considered as an important solution to realise the objective of trade facilitation.
