Building a smart, modern customs

Five specific targets

Mr. Nguyen Xuan Phuong, Standing Deputy Secretary of the Party Committee of the General Department of Customs, said the Party Committee has seriously followed the Resolution of the 13th Party Congress. This is the key task of the Party committees at all levels in 2021 and the following years.

The goals, directions, tasks and solutions of the Resolution have been concretized by an Action Program associated with the political tasks. In which, raising awareness, creating unity; creating the strength of great solidarity and aspiration to build a smart and modern Customs on the basis of digital technology application to meet the requirements of the country's opening and integration, contributing to succeeding goals and tasks set out by the Resolution.

The Action Program is developed to solve shortcomings and weaknesses of the previous term and associated with the effective implementation of the designated contents, objectives and tasks for the 2020-2025 term, ensures feasibility, quality and efficiency; and clarifies roles and responsibilities of the heads of the Party Committees, agencies and units.

The action program sets out five specific targets.

They are, by 2025, to successfully build a smart and modern Customs, move towards a smart border, on par with customs of other countries in the world; complete the construction of a centralized database connected to imaging equipment and big data applications; build a modern customs model, digital customs; centralize and modernize inspection and supervision.

Build an information technology system to perform digital customs based on widely applying the achievements of the Fourth Industrial Revolution, meeting the requirements of smart customs management. At the same time, restructuring apparatus to reduce the focal points, reduce human resources, improve the effectiveness and efficiency of operations; building a clean and strong Customs force; and developing cadres, civil servants and public employees who are qualified and capable to meet the requirements of task implementation and the requirements of reform and modernization of the Customs sector.

Regarding Party building work, 100% of cadres and party members can study, research and grasp the Resolution; 100% of party units develop their own action plan to implement the Resolution. Every year, 100% of party committees and affiliated branches fulfil their tasks, of which 90% of party units or more achieve their tasks well and are clean and strong, without weak party units.

Solutions

Mr. Nguyen Xuan Phuong said the Party Committee will work closely with the leaders of the General Department to guide customs party members, officials, and employees to strengthen advisory to turn policies and Resolutions into action plans proactively to fulfill assigned political tasks.

Specifically, completing the formulation of the Customs Development Strategy to 2030 with the goal of building a regular and modern Vietnam Customs, on a par with the Customs of developed countries in the world, leading in implementation of digital Government, with a smart Customs model, smart border management and a Customs force with high qualifications, professional skills and integrity.

Proposing amendments and supplements to the Customs Law and guiding documents thereof to improve the synchronous and transparent customs legal system on the basis of applying the standards and recommendations of the World Customs Organization (WCO), good practices of regional and global Customs administrations.

Constantly reforming customs administrative procedures in simplicity and harmonization and in line with the WCO’s standards, creating a foundation for the redesign of customs procedures, inspection and supervision, meeting the requirements of the smart customs model.

Following solutions on state budget collection. In particular, focusing on creating maximum convenience for businesses; striving for state budget revenue in the 2021-2025 period to reach VND1,740,000 billion, up 12.6% compared to the 2016-2020 period.

Building the 3-level Customs apparatus (General Department level, Regional level and branch level) in the direction of streamlining, reducing intermediary focal points, avoiding overlapping functions and tasks, ensuring effective operation and meet the management requirements according to the smart and centralized customs model; building customs officers at all levels with high qualifications, integrity, professional working style, and mastery of modern technology and equipment.

Party committee secretaries, heads of units, leaders, cadres, party members, civil servants and employees in the unit actively advise and propose to the leaders of the General Department and customs units about guidelines, solutions to perform professional tasks in each unit, each field in charge; promote the sense of responsibility, pioneering, exemplary and actively, creatively and well complete the assigned tasks.

Disseminating and encouraging customs officers to arouse their national pride, aspiration to develop a prosperous country, promote the value of Vietnamese strength in developing and protecting the country to create a strong transformation of each customs officer to build a smart and modern Vietnam Customs.
