Enterprises signed up to participate in the pilot program with Binh Phuoc Customs Department

At the conference, Binh Phuoc Customs Department signed a memorandum of understanding with five enterprises, including Sambu Fine Vietnam Co., Ltd; Kim Tin Flooring Joint Stock Company; Hayat Kimya Vietnam Co., Ltd; Xinren (Vietnam) Electronics Co., Ltd and Khoi Nguyen Paper Co., Ltd.

Speaking at the conference, Director of Binh Phuoc Customs Department Nguyen Van Lich said that, following the Government's direction on the main tasks and solutions to improve the business environment, and enhance national competitiveness, the General Department of Customs has proposed many solutions to reform and modernize customs, thereby accompanying and supporting businesses, improving the level of compliance with customs laws in their operations of import and export.

In particular, the General Department has implemented advanced supporting programs to improve the compliance level of customs declarants according to Circular 81/2019/TT-BTC dated November 15, 2019 of the Ministry of Finance. This is identified as one of the top tasks of the Customs sector, an important basis for customs authorities to further facilitate businesses in particular and import-export activities in general.

With the above requirements, on July 15, 2022, the General Department of Customs issued Decision No. 1399/QD-TCHQ on promulgating a pilot program to support and encourage enterprises to voluntarily comply with the customs law. The program is built with the aim of creating conditions for maximum support to guide and solve problems; support warnings, and help businesses proactively avoid unwanted violations during the implementation of customs procedures, thereby supporting businesses to improve compliance, reduce the rate of inspection of imported and exported goods, shorten the time to carry out customs procedures, and reduce administrative costs.

In particular, the program aims to establish a reliable partnership between customs authorities and enterprises in import and export activities, serving as a basis for trade facilitation, in line with international practices.

Mr. Nguyen Van Lich said, when participating in the Program to support businesses to comply with customs laws, businesses will be committed by the customs authority to support and facilitate customs procedures. In which, enterprises can maintain and improve their compliance level and aim to become a high-graded-law-compliant enterprise to enjoy preferential policies on customs procedures, especially in the selectivity of inspection flows of goods.

In addition, businesses will also be directly supported and trained by a team of customs professionals at all levels to avoid violations and risks, and advise on solving problems during the implementation of customs procedures for imported, exported and transited goods according to the commitments in the memorandum of understanding.

Enterprises will also be recognized as members by the Customs authorities, the process of participating in the Customs Compliance Program on the Business Profile and the professional information systems of the Customs to ensure supporting activities, effectively and to the right objects, etc.

Accordingly, Binh Phuoc Customs Department has selected five enterprises to sign a memorandum of understanding on a pilot program to support and encourage businesses to voluntarily comply with Customs laws.
