Binh Phuoc Customs: Flexibility and Creativity in business support

Understanding to develop together

According to the report of Binh Phuoc Customs Department, from the beginning of 2024 to now, the unit has processed import-export procedures for about 500 enterprises with the main items including raw cashew nuts, machinery and equipment, wood, rubber, imported raw materials for export production and processing of footwear, textiles, garments, waste paper, etc. The total turnover reached US$ 2.9 billion, rising nearly 14% compared to the same period last year.

Exchanging with enterprises, Director of Binh Phuoc Customs Department Nguyen Van Lich said that although the Covid-19 pandemic has left a great impact on the economy in general and the business community in particular, Vietnam is a member of many Free Trade Agreements, becoming an attractive investment destination and bringing many convenience to enterprises in their production, business and export activities. In addition, the support solutions of the customs agency also bring many benefits to the business community in the process of investment, production and business.

Along with administrative procedure reform solutions and customs modernization, organising dialogue programs and problem-solving for enterprises are one of the effective support activities of Binh Phuoc Customs Department, which is highly appreciated by the business community. In addition to the periodic dialogues organized at the Department level, Binh Phuoc Customs also has quarterly dialogues organized at the branch level, dialogues through receiving people's activities at the headquarters and through email channels, and phones are always ready to receive 24/7.

Mr. Nguyen Van Lich said that the dialogue activities have helped the customs agency and enterprises understand each other better. In which, enterprises clearly understand about customs laws to implement the regulations well and ensure their rights and obligations. Thereby, the customs agency also better understands the difficulties and obstacles of enterprises to solve them together.

Notably, regarding newly invested enterprises, Department Director Nguyen Van Lich affirmed that customs officials have proactively supported right from when enterprises have the intention to invest, coordinated with the Economic Zones Authority and industrial zones to grasp the needs, explain policies to enterprises, thereby helping enterprises to implement correctly from the beginning and develop.

Flexibility in using business support

From the perspective of enterprises, Mrs. Tran Viet Huong, Assistant to the Deputy General Director of CP Group, said that CP Binh Phuoc is a Feed - Farm - Food complex (a closed-loop food supply chain from farm to table), has been invested and put into operation for 5 years. In the past 5 years, CP Binh Phuoc has opened a declaration at Binh Phuoc Customs to handle the import procedures for machinery and equipment to create fixed assets. However, for raw materials, the company still opens declarations at Ho Chi Minh City Customs, because the ports are all located in Ho Chi Minh City and these raw materials are imported to serve both CP Binh Phuoc and other branches in Vietnam.

In the process of importing machinery and equipment to create fixed assets, Mrs. Huong said that the officials of Binh Phuoc Customs Department have enthusiastically supported the company. Specifically, any policy problems or difficulties arising in the process of making records are explained clearly and carefully. In particular, for types of machinery that require foreign experts to support assembly, when urgent procedures are required, the company is always flexibly supported by the unit to import on time and put into assembly promptly.

“The officials of Binh Phuoc Customs are very professional, enthusiastically answer and actively support businesses, so the company is very satisfied when doing procedures at Binh Phuoc Customs” – Mrs. Huong shared.

With the support received in the past time, Mrs. Huong said that CP Binh Phuoc plans to switch to doing procedures at Binh Phuoc Customs for imported raw materials for export. Because following the plan in the coming time, CP will expand to the Japanese market, besides the Hong Kong and Cambodian markets. This requires input materials and export products to be closed-loop and meet Japanese standards. Therefore, the company needs the support of Binh Phuoc Customs.

The plan that CP Binh Phuoc has put forward is also the goal that Binh Phuoc Customs Department is aiming for. Director Nguyen Van Lich said that in Binh Phuoc province, there are many businesses from other places to expand their business, but they still open declarations in the old localities. This makes it difficult to synthesize data as a basis for planning the socio-economic development of Binh Phuoc province. Therefore, Mr. Lich hopes that businesses with factories and production facilities in Binh Phuoc province will open declarations at Binh Phuoc Customs Department.

“Binh Phuoc Customs Department commits to accompany and support businesses wholeheartedly in the process of operation, production and import-export” – Mr. Lich affirmed.

The head of Binh Phuoc Customs Department also affirmed that the goal of the customs agency is not only to collect taxes from businesses but also to support attracting businesses to invest in Binh Phuoc, creating favorable conditions to help businesses develop their production and business.
