Binh Duong Customs strive to collect budget and prevent loss of revenue

In the first 6 months of this year, the import and export situation in Binh Duong Customs Department increased obviously, the number of enterprises increased 11.46%, a number of declaration increased 18.91%, the turnover increased 16.11% over the same period in 2016. It helps to increase 16.99% of state budget compared to the same period last year. Specifically, up to now, the budget collection of the unit has reached 6122 billion vnd, equal to 55.02% compared to the ordinance target (11,200 billion vnd), achieved 49.3% compared to the target (12,500 billion vnd).

Mr. Nguyen Truong Giang, Deputy Director of Binh Duong Customs Department, said that to achieve the above results, from the beginning of the year until now, the unit has actively implemented many solutions to nurture and increase revenue source such as: Maintaining and improving the efficiency of the Working Group Customs - Enterprise, Customs Consultancy Team – Enterprise; To renew the approach and support method to enterprises, take the initiative in searching difficulties and promptly solving arising problems related to Customs procedures, tax policies, tax reimbursement and tax exemption. The unit also signed the regulation on coordination with Planning and Investment Department, the Export Processing Zone Authority on business information exchange and supply in the province as the basis for assessment of revenue sources, to appeal to businesses to increase revenue sources as well as support enterprises when they have difficulty. The unit has updated the list of FDI enterprises that have been granted new tax code in the area, timely allocated to departments to contact, propaganda and dissemination of Customs procedures in Binh Duong, etc.

At the same time, Binh Duong Customs Department has also strengthened anti-loss measures such as: To review the declaration of new overdue debts in 2017 in order to ensure timely and sufficient collecting tax money. From the beginning of the year until now, Binh Duong Customs Department has recovered tax arrears incurred in 2016 was 192.228.647 vnd. Overdue debt and compulsory debt up to 30/6/2017 was 75.5 billion vnd, accounting for 0.67% of the state budget target in 2017. The other overdue debts are mostly old debts of dissolved enterprises stopped operating, enterprises were inundated and debts of missing enterprises that were not able to recover.

At the same time, improve the efficiency of the post-clearance audit, detect commercial fraud, focus on inspecting new issues, hot issues, key enterprises, key fields and products that have high risk in order to ensure timely prevention of acts of exploiting loopholes in policies and laws to cheat or evade taxes. Collecting, analyzing information and deploying control plan and combating smuggling, trade frauds with high efficiency, avoiding tax losses for the state budget. Strengthening coordination with competent agencies inside and outside the sector to exchange and provide information for enhancing field control. Furthermore, promoting the development of the business profile, ensure timely updating information on the system in order to evaluate the compliance of Customs law, Tax law of enterprises, and facilitate to import and export activities of enterprises.

As a result, in 6 months, the unit has collected more than 25 billion vnd from the post-clearance audit. Revenues collecting from anti-smuggling and trade frauds were over 1.2 billion vnd. The common violations are about the phenomenon of buying, selling products, raw materials for processing, and export production illegally into the domestic market. Moreover, common tricks are usually to transport goods at night in order to avoid the control of competent forces, sent a man out on reconnaissance, if there are competent force, they will inform to the vehicle to escape; Or put together re-process materials, raw material and finished products for consumption.

Although the budget collection of Binh Duong Customs is achieved a high result, it is forecasted that revenue collection of the unit will be difficult from now to the end of the year due to the lower import tax rate of some items when implementing the signed FTA that has reached the stage of the deep tax cut. Some items that have large budget collection are raw materials and Johnnie Walker wines are a decline in import. In particular, the Government issued Decision No. 15/2017 / QD-TTg dated 12/06/2017, valid from 1/7/2017, stipulating the list of commodities that have to do procedures at the import border gate, not allow transferring to border gate under the management of Binh Duong Customs Department to do customs procedure. That is one of the factors that reduce revenue.

Facing with the above situation, leaders of Binh Duong Customs Department have instructed their subordinate units to strengthen the work of combating tax loss and fraud through HS code, origin, taxable price and commodity policy. Enhance the post-clearance audit, inspection, and internal inspection. At the same time, closely monitor, speed up the inspection check the settlement of processed goods, export production, check and detect cases where the enterprise change the usage purpose but not declare in the customs declaration, inaccurate declaration, bogus export ... for timely collecting arrears as prescribed. The unit will also continue to exchange information with commercial banks to minimize the case of clearance cargo by manual, facilitate to enterprises involved in export activities.
