Binh Duong Customs: Making efforts to achieve the target

VCN- Binh Duong Customs Department is one of 10 local Customs departments which are assigned a large target in the entire Customs sector. In order to achieve the assigned target of VND 12,900 billion and the desired target of VND 13,800 billion in 2018. Currently, the Department has provided many solutions and made efforts to achieve the target.

3 of 8 Customs branches have fulfilled the revenue target before the deadline

Although there are nearly two months to the end of 2018, 3 of 8 Customs Branches of Binh Duong Customs Department have successfully fulfilled the revenue target before the deadline include: Customs Branch Managing Cargo Outside Industrial Park, Thu Dau Mot Customs Branch and Viet Huong Customs Branch. In general, as of 30 October 2018, Binh Duong Customs Department collected VND 11,926.86 billion, a year-on year increase of 11.69%, reaching 92.46% of the target of VND 12,900 billion assigned by the Ministry of Finance, reaching 91.75% of the target of VND 13,000 billion assigned by the People's Council of Binh Duong province, reaching 86.43% of the desired target of VND 13,800 billion assigned by the General Department of Vietnam Customs.

In order to achieve the positive results, from the beginning of the year to current date, the Department has continuously reformed to simplify administrative procedures and electronicize customs procedures, thereby, contributing to shortening the time of Customs procedures and promptly handling problems arising related to Customs procedures and Tax policies. Especially, the Department has focused on supporting enterprises that are newly established and put into operation, contributing significantly to the State revenue.

Renovating the assistance and removing obstacles for enterprises via various information channels; strengthening the dialogue and training for enterprises in the province on new policies. In 2018, meeting requirements of business associations and branches in the province, Binh Duong Customs Department has maintained the organization of bilingual dialogue conferences with enterprises under each business association and branch with the required languages (Korean, Chinese and Japanese). Accordingly, helping enterprises’ managers to grasp legal regulations in a timely fashion to manage enterprises for a better compliance with the law.

According to Deputy Director of Binh Duong Customs Department, Nguyen Truong Giang, these solutions have been promoted effectively. The import and export activities in the province are always facilitated. Many large enterprises continued to expand business investment projects. The number of new enterprises carrying out Customs procedures sharply increased; the import and export turnover, and the tax revenue grew higher compared to the same period in 2017. Specifically, as of the end of October 2018, the Department attracted 5,658 enterprises, up 5.82% and processed 1.2 million declarations, up 12.52%; total import and export turnover reached nearly US$ 37 billion, up 12%, compared with the same period in 2017.

In addition, Binh Duong Customs Department focused on handling outstanding tax debts and collecting tax debts to promptly contribute to the state budget; intensified the review and classification of tax debts, applied coercive measures to recover tax debts and not to arise new tax debts.

Manager of Song Than Customs Branch Huynh Van Ut said that in order to implement the supervision for the import and export activities well for enterprises managed by the Branch, the Branch assigned Customs officers to supervise enterprises (specialist officers). Accordingly, if the enterprise did not carry out Customs procedures within 1 month, the Customs authority would conduct the physical inspection for the factory and coordinated with the enterprise to remove obstacles and carry out procedures for liquidation of raw materials and auxiliary materials to minimize bankruptcy, escape arising tax debts for the enterprise.

Also, the Branch strengthened the Customs control and prevention of smuggling, trade fraud, tax evasion, counterfeit goods and goods infringing on intellectual property rights, and prevented the establishment of smuggling lines and groups in the area. Deploying the special measures to effectively implement the prevention and fight against of smuggling and trade fraud in the e-Customs clearance. Strictly controlling the temporary import for export and goods imported into non-tariff areas. As a result, in the first 10 months of 2018, Binh Duong Customs Department detected, arrested and handled 833 Customs offences, increasing 519 cases compared to the same period in 2017. Collecting and contributing VND 61 billion to the State budget and collected VND 43 billion from the post-clearance audit.

Making efforts in the last months of the year

Although the revenue collected by Binh Duong Customs is achieving positive results, the department always determines the task of revenue collection in 2018 as an extremely difficult task for a Customs Department with over 75% of production and processing for export. The revenue from import and export duty depends greatly on attracting investment, expanding production and business of enterprises.

Facing this situation, the leader of Binh Duong Customs Department has requested its branches to strictly comply with directives of the Ministry of Finance and the General Department of Vietnam Customs on the deployment of solutions for revenue collection in 2018; requested Customs branches to focus on supporting large enterprises accounting for 80% branches’ revenue. In addition, Customs branches need to strengthen the prevention of tax losses, fraud via codes, origin, taxable price and item policies. Strengthen the post clearance audit and internal inspection.

On the other hand, the Department has closely monitored and promoted the inspection of final settlement for goods produced and processed for export, detected enterprises that did not export goods and changed their usage purpose but did not notify to the Customs authorities to implement tax arrears in accordance with regulations. The Department has further taken the initiative in coordination with departments, boards and sectors in the province to support in a timely fashion and facilitate newly invested enterprises in the province; effectively deployed the scheme on e-tax collection via banks and Customs clearance 24/7; implemented the automated system for Customs supervision for imported and exported goods at bond warehouses and seaports.

As of 30 October 2018, Binh Duong Customs Department collected VND 11,926.86 billion, a year-on-year increase of 11.69%, reaching 92.46% compared to the target of VND 12,900 billion assigned by the Ministry of Finance and 86.43% compared to the desired target of VND 13,800 billion assigned by the General Department of Vietnam Customs.
