Binh Duong Customs implements "three on-spot" model to ensure cargo clearance

Talking to Customs News, Manager of Vietnam - Singapore Industrial Park Customs Branch Huynh Van Ut said that, following the direction of the leader of Binh Duong Customs Department, the unit organised to deploy a plan of purchasing foods and preparing accommodation at the unit’s office for customs officers who assigned to perform task under "three on-spot" model in two weeks for pandemic prevention but still ensure to maintain stable operations, facilitate customs clearance of import and export goods for enterprises.

Currently, due to the impact of the pandemic, the number of import and export declarations at the Vietnam - Singapore Industrial Customs Branch has decreased sharply. In the past, the branch carried out customs procedures for about 1,000 declarations of enterprises each day. However, it has been reduced to 500 declarations/day.

Similarly, Manager of Song Than Industrial Park Customs Branch Nguyen Thanh Thien said that, in the past time, some customs officers who lived in HCM City also performed "three on-spot" model. At present, following the direction of the leader of Binh Duong Customs Department on further tightening the implementation of social distancing, the Sub-department continued to encourage customs officers to implement "three on-spot".

Besides maintaining the receipt and processing of customs dossiers through the automated cargo clearance system, the customs online public service system, Song Than Industrial Park Customs Branch grasped and resolved the problems of enterprises through the zalo group. At the same time supporting to inspect goods or processing declarations outside office hours, facilitating quick clearance of import and export goods for firms.

Deputy Director of Binh Duong Customs Department Nguyen Thanh Binh said through grasping weekly information on the operation of import-export enterprises, as of August 18, there were 731 firms affected by the Covid-19 pandemic that had to stop and temporarily suspend operations in Binh Duong province.

To implement many support solutions, Binh Duong Customs Department has set up a quick response team of the department and its branches to quickly handle problems and quickly clear goods for businesses. Also, grasping information and keeping in touch with firms that temporarily shut down to remove difficulties and provide support.

Binh Duong Customs Department and Thu Dau Mot Customs Branch held an online consultation on customs procedures on changing the purpose of use from import for processing to domestic consumption of medical ingredients for producing Levofloxacin. At the same time, supporting and facilitating Medochemie Company (Vien Dong) to deliver medicines for treating Covid-19 to support the health authorities of Binh Duong.

In addition, continuing to maintain settlement for firms that are late in submitting paper documents of customs dossiers (submit scanned copies first).
