Ba Ria - Vung Tau: Increasing smuggling in the seaport area

Most of the infringed goods discovered recently are used electronics and refrigerated.

Accordingly, only in April, the Customs Department of Cai Mep Port, BR-VT Customs Department has repeatedly discovered hundreds of items on the list of prohibited import goods, unqualified to transit import, smuggled goods, in containers of port-to-port transportation and transit goods, mostly are used refrigerated and electronics goods.

Most recently, on 17th and 18th of April, through inspection of two containers of port-to-port transportation goods to Hiep Phuoc Port, Ho Chi Minh City, the Customs Department of Cai Mep Port has discovered hundreds of items in the list of prohibited imports of used refrigerators, washing machines, air conditioners, air purifiers, dehumidifiers. Customs Department of Cai Mep Port said that these two containers were in an independent transport declaration dated 13/4/2017 of Tan Cang Cai Mep international port limited company. According to the information declared in the E-Manifest, the goods in the container are used machinery.

Earlier, on April 7th, the Customs Department of Cai Mep Port coordinated with the Customs Control Team, BR-VT Customs Department to inspect a container of transit goods in question, discovered some goods were not eligible to transit in which mainly consisted of used speakers, amplifier, sound tuner. According to information from the Department, the goods were in an independent transport declaration dated 3/4/2017 of Gemadept JSC. This container is transited to Cambodia. According to the owner's declaration on the E-manifest, the imported goods are household goods. On April 5th, after an actual inspection of a transit container, Customs Department of Cai Mep Port has also detected a large number of unqualified to transit goods including many items such as used speakers, amplifiers, record disc; beverages, beer, milk. Especially in this transit container also had a Honda SH 150i. According to the owner's declaration which is Madame Anime Co., Ltd., the goods in this container is 100% new consumer goods, will be exported through Hoa Lu international border gate, Binh Phuoc. On 1/4/2017, the Customs Department of Cai Mep port searched and discovered a container of prohibited to import goods full of used refrigerated, household goods, farm machinery such as air conditioner, rice cooker, microwave, lawn mower. Those were imported to Tan Cang - Cai Mep International Port (TCIT) on 31/3/2017 by An Hoa Binh Transport Service Trading Co., Ltd, which is different with the content shown on the manifest.

Earlier, in February, also at Tan Cang Cai Mep, Southern Smuggling Control Team (Team 3), Anti-smuggling and Investigation Department (General Department of Customs) and the Customs Department of Cai Mep port also searched a container which was claimed as a consumer product of a company in Go Vap District, Ho Chi Minh City, found hundreds of packages of all kinds. In each package contained all kinds of goods, such as: cosmetics, amplifier, magnetic stove. From the analysis of the customs officers who searched the shipment, these packages were collected in the form of gifts. However, the shipment was transported back to Vietnam in the form of transit cargo to Cambodia. This is a new smuggling form of gifts. Previously, Group 3 and Customs Department of Cai Mep port carried out the search of 4 containers of transit goods, detected goods in containers were electronics, electrical appliances such as: fans, air conditioners, refrigerators, electric cookers, all had been used in the list of eligible transit in accordance with the regulations of the Ministry of Industry and Commerce.

According to Nguyen Van Danh, head of the Customs Department of the Cai Mep port, all those companies have never opened declarations at the Branch before, because the eligible goods are all in containers of transit, port-to-port transportation goods, or open declaration at the customs office outside the border. Currently, all the eligible goods are being sealed waiting for inspection results to have grounds for handling according to the provisions of law.

The situation of smuggling in the seaport area during the period from the beginning of the year to now, Deputy Director of the Department of BR-VT Customs Nguyen Thanh Sang said the smuggling situation in the unit’s operation area is getting more sophisticated. Objects are increasingly bold with various methods of tricks such as taking advantage of the transit mode, transfer port for business producting to smuggle major commodities such as used consumer goods, phones, wine, functional foods.

The cause, according to Mr. Nguyen Thanh Sang, is that the smuggling of dozens of containers gives the smugglers a huge profit. In addition, the customs procedures are more and more favourable also facilitate the legal import-export activities which are easy to be used by the object of smuggling.

From the above situation, Mr. Sang said that right at the beginning of the year, the Department of Customs of Ba Ria-Vung Tau has deployed customs control plan according to the plan of the General Department of Customs to catch the situation, control, inspect, analyze information to detect signs of violation to conduct inspection and arrest. Along with that, the unit has cooperated closely with other units in the industry such as the Anti-Smuggling Investigation Department and local Customs Departments such as Ho Chi Minh City, Binh Duong, An Giang, Dong Thap, Tay Ninh, Binh Phuoc, Dong Nai and functional forces such as Police, Border Guard, Market Control, Local 389 Steering Committee to implement effective solutions to fight smuggling.
