Appointing new Director of Personnel and Organisation Department

VCN - On October 14, 2024, Director General of Vietnam Customs Nguyen Van Tho chaired the ceremony to announce the decision on the temporary transfer and appointment of Mr. Tran Quang Trung, Deputy Director of the Quang Ninh Customs Department, to hold the position of Director of Personnel and Organization Department (General Department of Vietnam Customs).

In attendance at the ceremony were Deputy Director General of Vietnam Customs Dinh Ngoc Thang, along with representatives of the Quang Ninh Customs Department and the entire leadership, officials, and civil servants of the Personnel and Organization Department.

At the ceremony, a representative of the Personnel and Organization Department announced Decision No. 2279/QĐ-TCHQ dated October 3, 2024, of the Director General of Vietnam Customs on the temporary transfer and appointment of Mr. Tran Quang Trung, Deputy Director of the Quang Ninh Customs Department, as Director of the Personnel and Organization Department (General Department of Vietnam Customs) effective October 14, 2024.

Speaking at the ceremony, on behalf of the Party Committee and leadership of the General Department of Vietnam Customs, General Director Nguyen Van Tho congratulated Mr. Tran Quang Trung on being trusted by the Party Executive Board, the leadership of the Ministry of Finance, and the leadership of the General Department of Vietnam Customs to be appointed to the new position.

General Director Nguyen Van Tho acknowledged that Mr. Tran Quang Trung has 33 years of experience in the Customs sector and is a well-trained cadre. Throughout his career, he has held various positions at the Quang Ninh Customs Department, and especially in his leadership role, he has always been entrusted with many important tasks.

In his new position, Director General Nguyen Van Tho requested that Mr. Tran Quang Trung continue to study and grasp the work to implement the tasks of the Personnel and Organization Department.

According to the Customs Development Strategy to 2030, the General Department of Vietnam Customs has now reported to the Ministry of Finance and the Government on the issuance of a decision to replace Decision No. 65/2015/QĐ-TTg on defining the functions, tasks, powers, and organizational structure of the General Department of Vietnam Customs under the Ministry of Finance. In the near future, immediately after this new decision is issued, the focus will be on organizing and perfecting the organizational apparatus of units under the General Department of Vietnam Customs.

The General Director requested that Mr. Tran Quang Trung, in coordination with the Party Committee and the leadership of the Personnel and Organization Department, review and advise the leadership of the General Department of Vietnam Customs on the early completion of the functions and tasks of the units under and directly under the General Department of Vietnam Customs. In particular, advising on the arrangement of personnel within the General Department of Vietnam Customs apparatus, selecting core cadres with capacity, prestige, and responsibility for the work to implement the tasks.

In the period from now to 2030, there are many tasks to be implemented related to organization and personnel work. Director General Nguyen Van Tho requested that Mr. Tran Quang Trung and the entire leadership, officials, and civil servants of the Personnel and Organization Department study organizational models both domestically and internationally; coordinate with the Legal Department in amending the Customs Law; and build professional standards for officials and civil servants linked to job positions for recruitment, training, and appropriate arrangement of officials and civil servants (expertise, office culture, etc.).

Regarding training, Comrade Tran Quang Trung needs to continue working with the unit to promptly study the standards, titles for training, comprehensive customs training (training curricula, training methods, etc.).

Build regulations and mechanisms for rotation linked to the responsibility of unit leaders (build a system for monitoring and managing officials and civil servants) to ensure fairness in personnel work.

The General Director hopes that in his new position, the new Director of the Personnel and Organization Department will continue to lead and direct the unit to maintain the tradition of solidarity and successfully fulfill all tasks assigned by the leadership of the General Department of Vietnam Customs.

Speaking at the acceptance of the assignment, the newly appointed Director of the Personnel and Organization Department, Tran Quang Trung, expressed his gratitude to the Party Executive Board, the leadership of the Ministry of Finance, and the leadership of the General Department of Vietnam Customs for their support, trust, and appointment to the position of Director of the Personnel and Organization Department. This is a great honor and responsibility, and at the same time, an opportunity to continue contributing more to the Customs sector.

Seriously accepting the guidance of the leadership of the General Department of Vietnam Customs, the newly appointed Director of the Personnel and Organization Department pledges to quickly approach the work, strictly and fully implement the assigned tasks and powers; maintain solidarity and unity within the leadership team, officials, and civil servants of the Personnel and Organization Department, and continue and inherit the traditions of the unit.

Personally, he will continue to improve and accumulate knowledge and experience to meet the requirements of the job and successfully complete his tasks in the new position.
