Anti-negativity via hotline

The Director General said that through the hot line, all reflections of people and businesses are saved and controlled. The Director General himself will check daily those reflections as well as monitor the settlement.

Regarding specific measures for anti-negativity, Deputy Director General Mai Xuan Thanh said that the hotline system of the General Department of Customs (hotline: 1900-9299) shall receive and process reflected information on signs of harassment and corruption of Customs officers to take strict measures.

This system is operated under high security mode. Receipt and processing of information is carried out on the management software: Identity, telephone number, address and reflections of callers shall be secured (the caller’s number is not shown, the call receiver only knows information from the hotline number 19009299); the Customs shall update the reflected information within 1 hour after receiving the information and update the processing result within 4 hours after receiving a written proposal for information processing. The General Department of Customs shall assign a unit in charge of daily monitoring and control of the receipt and processing of information via hotline.

In addition to the above measures, in order to prevent corruption and negative acts in the implementation of State management task on Customs, the General Department of Customs has also deployed many measures to reform institutions, automatize the operation process, modernize equipment, renovate human resource management and tighten rules and disciplines.

In particular, the application of modern Customs management such as: automatic system for Customs clearance; National Single Window;application of modern technical means (container scanners, mobile scanners, cameras ...) in Customs processing, Customs inspection and supervision has limited the direct contact between Customs officers and businesses and people.

At the same time, publicly posting the procedures, fees and charges that the customs declarants, businesses have to pay at the Customs procedures places.

Annually, Vietnam Customs organizes business dialogues, and through electronic portal, Customs newspaper, hotline, etc., to catch and solve difficulties and problems of enterprises and people in a timely fashion. At the same time, Customs regularly conducts internal examination, inspection and supervision to detect, prevent, rectify and promptly and severely handle officers in violations

Need the companionship of businesses

In order to implement well the measures on administrative reform, Customs modernization as well as anti-corruption and anti-negativity in the State management on Customs, Deputy Director General Mai Xuan Thanh said that this required the cooperation and companionship of the business community with the Customs.

Connecting-Sharing-Accompanying with the Customs in the process of reform, modernization aims at trade facilitation and effective customs management.

Strengthening connecting and sharing with the Customs through existing information channels, actively contributing ideas and suggestions to the Customs in developing, implementing and monitoring the implementation of law.

In particular, the business community should comply with the law; effectively control the process of customs procedures and do not pay expenses outside the regulations; promptly reflect acts of harassment and corruption of Customs officers.

In addition, business associations need to promote their role as a bridge between businesses and Customs, help businesses understand the work, roles, responsibilities and efforts of Customs in the reform and modernization.

According to the General Department of Customs, so far, in the whole country, the Customs has signed a cooperation agreement with 232 businesses to build regular partners as a core force in the Customs – business partnership activity, signed 1701 commitments with businesses in supporting and monitoring the implementation of law; signed 52 cooperation agreements with business associations.

In 2017, the Customs organized 53 business conferences, 89 periodical dialogues with Customs declarants and taxpayers on various topics such as online public administrative procedures, National Single Window, ASEAN Single Window, seaport supervision for port operators; standardization of message and data exchange process, goods classification and the handling of administrative violations.
