172 warehouse, yard, port operators connect VASSCM

VCN- According to the statistics from the General Department of Vietnam Customs, from 15th August 2017 to the present day, 12 provincial and municipal Customs departments have deployed the Vietnam Automated System for Seaport Customs Management (VASSCM) and 172 warehouse, yard, port operators have connected and implemented e-information exchange with the Customs office via the VASSCM.

Import-Export goods at Hai Phong Port- the first port deploys the VASSCM.

The information exchange via the VASSCM between the Customs office and warehouse, yard and port operators has achieved the initial efficiency.

For the Customs declarant, when carrying out procedures for taking goods out of the Customs surveillance area, it is not required to submit document (form 29/30 issued together with Annex V of Circular 38/2015/TT-BTC) for the Customs check and certification of eligibility for passing the surveillance area by manual method.

The procedures between the Customs and port operator that are implemented via Single Window mechanism have reduced time and cost for the two sides. Accordingly, at the deployed ports, the time has been reduced at least from 1/3 to ½ compared to the time before deploying the system.

For the cost, when the submission of paper documents to the Customs office is not required, the cost for printing and stationery is reduced. For example, in Hai Phong where the scheme is deployed, there is no need to print documents of the eligibility for passing the Customs surveillance area (form 29/30) of 7,592 declarations per day on average, which will save VND 759,000 per day.

For port, warehouse and yard operators, conditions on management as prescribed in the Law on Customs 2014 must be ensured such as: being provided promptly and fully information on the licensing for Customs clearance (from the Customs) for each consignment, each container to permit goods in and out the Customs surveillance area in accordance with regulations; minimizing risks in implementing by paper document (avoid making counterfeit documents); Enhancing prestige and efficiency of business and competitiveness of port operators due to the reduction in labor force, costs and time for goods storage in ports, warehouses and yards.

For the Customs office, the deployment of VASSCM system helps them to promptly grasp the time, quantity and place for consignments in, out and storage at ports, warehouses and yards and information of consignments that are overdue date of carrying out Customs procedures via the system to make appropriate decisions for handling.

Reducing the time of Customs processing due to the reduction in procedures and reducing operation and pressure for Customs officers. Specifically, the Customs officers must not inspect and certify paper documents at the office, reducing 2 minutes/declaration; there are 7,592 declarations on average per day processed at Hai Phong Port, the total reduced time for taking goods passing the Customs surveillance area per day is 7,592 x 2 minutes = 15,184 minutes = 253 working hours and 31.6 Customs officers can be reduced to assign for other positions.

The risk management, anti-smuggling, customs supervision has been strengthened and implemented more effectively due to sufficient information on the consignments.

Thus, the deployment of the system has met 3 important requirements, removed the initial shortcomings in Customs management as per the Law on Customs.

Specifically, standardization of management procedures and appropriate operation towards associating the management procedure of operators and the Customs into a common procedure (Single Window procedure) at ports, warehouses and yards to apply for all port, warehouse and yard operators, including specifying the tasks, responsibilities and procedures of the parties (customs, port, warehouse and yard operators and the customs declarant) to coordinate in implementing.

Issuing the standards on information and data exchanging between the warehouse, yard and port operators and the Customs on the principle that the information sent to the Customs must be ensured for the centralized and automatic management for the inspection and supervision of import and export goods as well as the management of operation of these operators must ensure the accurate storage and management of the legal status of imported or exported goods (whether they were cleared and taken out of the Customs surveillance area or not).

Developing the customs management software, supporting, guiding and inspecting operation of warehouse, port and yard operators and developing the data exchange system for the Customs management.
