13th Meeting of ASEM Customs Directors-General and Commissioners

VCN - Vietnam Customs hosts the 13th Meeting ASEM Customs Directors-General and Commissioners in Quang Ninh on 9th and 10th October, 2019. ASEM Customs Directors-General and Commissioners meet every two years to discuss developments and priorities in the area of customs.

The meeting is held at Even Hall Room, Vinpearl Resort and Spa Ha Long, in Ha Long city, Quang Ninh province with the attendance of Mr. Do Hoang Anh Tuan, Vice Minister of the Ministry of Finance of Vietnam; Dr. Kunio Mikuriya, Secretary General , the World Customs Organization (WCO), Mrs. Sabine Henxler, Director of International and General Affairs, Directorate General for Taxation and Customs Union; Mr. Hans Josef Haas, Vice President of the Genrman Central Customs Authority, as the host of the 12th ASEM Customs Directors-General And Commissioners Meeting in Berlin, Gernmany 2017 and 53 delegations from ASEM States. The meeting is chaired by the Director General of Vietnam Customs Nguyen Van Can.

Opening the meeting, Deputy Minister of Ministry of Finance Do Hoang Anh Tuan delivers a speech to welcome the delegations and expects that the meeting is a chance for ASEM Customs authorities to exchange challenges and solve them, promote trade, investment and services in the digital economy development.To ensure the sustainable development, it needs to further improve internal legal institutions as well as agreements as a foundation for Customs cooperations of countries and economy sectors; have appropriate customs management in line with the requirements of the fourth industrial revolution; close coordination in the development of an honest and professional customs to respond new challenges.

To develop customs-business partnership, each country need close cooperation and trust between Customs authority and the business community as well as close cooperation between Customs authority with relevant State agencies in effectively operating the National Single Window on the basis of e-Customs and digitalisation.

The meeting is not only to solve challenges in cooperation between States in Asia and States in Europe but also develop agreements and regulations in providing information and customs cooperation.

The meeting will adopt reports on inter-sessional ASEM activities including highlights of the 12th ASEM Summit 2018 in Belgium; outcomes of the AWC Meetings and ASEM Customs-Trade Days in 2018 in Chengdu; and promoting Asia – Europe Connectivity – the new focus of ASEM in the third decade and reports on performance results of ASEM Customs Actions 2018-2019, including trade facilitation and customs procedures; facilitating paperless customs processes; customs management of cross-border e-commerce; connectivity and transit; single window for speedy clearance, automation and integrated risk management; JCO on fast-moving consumer goods; border enforcement on international postal item; and visibility of ASEM aspects.

The meeting will also discuss new proposals and Action Plan 2020-2021; emerging challenges of global trade supply chains and the responses from ASEM Customs and future ASEM Customs Meetings. and approve “Ha Long Declaration” and ASEM Customs Action Plan 2020-2021.

It is expected that on the second day of the meetings on 10th October 2019, ASEM Customs Directors-General and Commissioners shall adopt the Action Plan 2020-2021 and “ Ha Long Declaration”

The hosting of 13th meeting of ASEM Customs Directors-General and Commissioners is an activity specifying internal policies of Vietnam, contributing to improving the prestige and role of Vietnam on the ASEM cooperation forum.
